Position Summary :
Overseeall fiscal matters of Port Houston and accountable for the ProcurementServices, Treasury, Enterprise Risk Management, Financial Planning,Internal Audit, and Accounting / Financial Reporting functions. The DeputyCFO is responsible for the ongoing development and monitoring ofexternal programs and internal control systems designed to preserveAuthority assets and report accurate financial results. Reporting to theChief Financial Officer, the Deputy CFO directly assists on strategic andtactical matters as they relate to financial management, budgetdevelopment, financial analysis and securing funding sources.
KeyResponsibilities / Duties :
- Develop, maintain, and obtain Port Commission approval of the annual andfive-year operating and capital budgets by engaging with division and departmentleadership to generate a fiscally responsible financial plan.
- Plan, manage, and implement financial strategies to support capacitygrowth and achievement of Port Houston goals and objectives.
- Plan, direct, and coordinate all finance and administration activitiesto achieve maximum service levels in a cost-effective manner and with agoal of continuously developing and improving systems,processes, and services.
- Ensure timely and accurate financial and management reporting insupport of both internal and external stakeholders so that business plansand compliance requirements are met.
- Ensure compliance with local, state, and federal guidelines for fairand transparent procurement of goods and services.
- Oversee procurement services, vendor and contract management, purchaseand change order processes to ensure strict compliance with internal policies,statutory requirements and Port Houston internal control framework.
- Manage Port Houston's investment strategy, debt structuring and bondissuance in order to finance operations and capital investments andmaintain adequate liquidity.
- Oversees the design and implementation of a comprehensive enterpriserisk management program that addresses both strategic and tactical risksinherent to port operations.
- Ensure the Port's risk management program and overall culture support apath to best-in-class risk management performance and integration into allaspects of the enterprise.
- Understand and mitigate key elements of the Authority's risk profile.
- Monitor of open claims and exposure to minimize exposure whilemaintaining an appropriate level of coverage for the Authority.
- Manage Port Houston's accounting operations including production offinancial reports, maintenance of accounting records, and a control systemover fundamental function (Billing and collections, Payroll, AccountsPayable) to mitigate risk and ensure the accuracy of reported financialresults.
- Exercise sound judgment and expertise within investment policyguidelines for maximizing return on assets associated with Port Houston'sgeneral fund and fiduciary plans.
- Maintain banking and financial advisor relationships.
- Determine optimum financing strategies and funding sources supported byrobust liquidity planning.
- Manage compliance activities (financial and administrative) for PortHouston's fiduciary arrangements (Pension, Other Postemployment Benefits),and state transparency programs.
- Provide Finance Division team guidance and oversight.
- Act as a good steward of Port Houston resources and ensures effectivecontrol of department budgets
- Participate as a member of the Port Houston senior management team, toinclude leadership of initiatives to support achievement of the PortHouston Strategic Plan, development of assigned staff, and promotion of apositive organizational culture.
