Position Summary:
Coordinates with the Environmental Affairs Director in the on-going development, implementation, maintenance and refinement of the Port Authority's Environmental Compliance and ISO 14001 Programs as they relate to auditing.


Key Responsibilities/Duties:


  • Develop and oversee comprehensive annual environmental audit plans, including risk assessments and prioritization based on operational and regulatory requirements.
  • Complete on-site environmental audits at tenant facilities to evaluate compliance with air, water, and waste permits, ensuring alignment with EPA, TCEQ, and organizational policies.
  • Administer and coordinate PHA tenant audit program to ensure compliance with lease requirements and government regulations. Communicate findings to PHA Tenant Audit Review Board and facilitate determination of necessary appropriate actions.
  • Administer and coordinate PHA facility audit program to ensure compliance with local, state and federal government regulations. Communicate findings to PHA Operations and Senior Management and facilitate determination of necessary appropriate actions.
  • Communicate and document all audit findings in electronic database, verbally communicate findings to issue owners and present results in report format at Senior Management Review and EMS Core Team Meetings
  • Identify and recommend actions necessary to implement, maintain, and refine on-going environmental compliance and pollution prevention programs for the Port Authority’s employees, including, but not limited to, permits, timely preparation and revision of manuals, workbooks, training classes and workshops related to environmental compliance and pollution prevention procedures.
  • Collaborates with the Environmental Affairs Director and the affected departments of the Port Authority in the on-going implementation of their various environmental compliance, industrial hygiene, and ISO 14001 responsibilities.
  • Collaborates with the director in the development of Scopes of Work and negotiation of contracts for professional services that may be required for environmental compliance
    projects involving wetlands, industrial hygiene, soil investigations and pollution prevention projects. • Develop and maintain familiarity with activities occurring on PHA facilities and properties relative to compliance and ISO 14001 requirements and performance.
  • Develop and maintain positive relationships with those Federal, State and Local agencies affecting the Port Authority’s environmental compliance and ISO 14001 programs.
  • Coordinates with the director in communication to the Port Authority’s employees their individual and collective responsibility; and represent PHA as a stakeholder at community outreach meetings and agency meetings.
  • Manage the PHA’s specific environmental programs assigned by the Departmental Director, which may include, but is not limited to water quality, air quality, waste management, ISO 14001, industrial hygiene, industrial and hazardous waste, asbestos and lead management and pollution prevention.
  • Respond to the scene of spills and perform duties as requested by on scene coordinator.
  • Responsible for planning and administering a suite of environmental polies and programs across PHA.
  • Involved in activities aiming to preserve air, soil, and water quality.
  • Prepares and maintains environmental documents and records that demonstrate diligent environmental management.
  • Perform other duties as may be consistent with the above.

  • Perform other duties as assigned.


Education and Experience:


  • Must have a Bachelor’s Degree in Natural Science, Environmental Sciences or a related field and a minimum of two (2) years’ experience in the environmental compliance field, plus two (2) years of compliance and auditing
  • Training as a Lead Auditor is preferred
  • Knowledge of the ISO 14001 Standard is preferred
  • Permitting and environmental management experience is preferred


Knowledge, Skills, Abilities and Behaviors:


  • Knowledge of the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Emergency Preparedness and Community Right-To-Know Act, National Environmental Policy Act, SPCC Rule, SWPPP, Tier II, TRI and other applicable State or Federal environmental regulations
  • Must be computer literate and have knowledge of the Microsoft Office Suite.

  • Ability to work professionally and efficiently in fast paced environment with different personalities
  • Ability to self-manage work pace and assigned duties
  • Must have or be able to satisfactorily complete within six (6) months of hire, training in the following areas: 40 hour HAZWOPER, 8 hour HAZWOPER for Supv/Mgrs. Additionally, will be required to pass a physical exam and sustain proper medical surveillance as set forth in 29 CFR 1910.120.
  • A current, valid Texas driver's license is required
  • A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
