As a key member of the Organizational Development and Learning team, the Senior Organizational Development Analyst will lead initiatives that strengthen individual, team, and organizational effectiveness across the Port. This role is responsible for designing and delivering development programs aligned with the Port’s mission, values, and strategic priorities.

GENERAL PURPOSE
Under direction, performs a variety of highly responsible professional, technical and analytical activities in support of the San Diego Unified Port District (Port) human resource management programs, including recruitment and selection, classification, compensation, organizational development, performance management, and succession programs, personnel development including comprehensive training and development programs, employee and labor relations, employee benefits programs, performance appraisal, equal employment and diversity and policy development and administration; pre- and post-tax benefits plans in compliance with all legal and regulatory requirements; assists and educates employees on the requirements and use of their plan coverages and options; represents the Port in meetings with other agencies, insurance carriers, vendors and other organizations; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
A Senior People Services Analyst (Human Resources) performs the more complex, advanced journey professional work in one or more assigned functional areas of human resource management responsibility.  The incumbent is expected to exercise considerable discretion in carrying out responsibilities with a significant degree of independence, exercising sound professional judgment and problem-solving skills.  A Senior People Services Analyst (Human Resources) may provide lead supervision of other professional and support staff.
The Senior People Services Analyst is the advanced journey level class in the People Services Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. Employees are expected to carry out responsibilities with a significant degree of independence, initiative, and creativity, exercising sound professional judgment and problem-solving skills.The duties listed below are intended only as illustrations of the various types of work that may be performed in various divisions and everyone in this class may not perform all duties. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1.    Administers the Port’s comprehensive pre-tax and post-tax benefit programs; interprets and explains IRS code and other legal and regulatory requirements governing the use and administration of pre-tax benefit plans; administers health, life, long-term disability, Employee Assistance Program (EAP), voluntary insurance plans and retirement plans offered through a variety of carriers and providers.

2.    Designs and implements the more complex and sensitive employee recruitment and selection programs; designs and conducts outreach recruitment programs to obtain qualified candidates; drafts job announcements, advertisements and other recruitment materials; designs and administers job-related selection procedures, including but not limited to resume/application reviews, evaluations of training and experience, interviews and other assessment techniques; conducts background and reference checks; ensures that all phases of recruitment and selection comply with applicable federal, state and local laws, regulations and guidelines; makes job offers to successful candidates.

3.    Plans, organizes and conducts annual benefits program open enrollments and monthly new hire benefits orientation and enrollment processes; organizes and coordinates open enrollment meetings; calculates new premium schedules; distributes benefit plan descriptions, promotional materials and notices in compliance with legal and regulatory requirements; explains, interprets and counsels employees regarding employee benefit plan coverage, eligibility for benefits and claims procedures; for new hires and employee open enrollment changes, verifies employee and dependent plan eligibility and accurate completion of enrollment forms; conducts training on benefits and applicable laws.

4.    Assists in the employee and labor relations processes; collects and analyzes data for use in formulating negotiations proposals and helps to develop recommendations for bargaining positions; researches and develops recommendations and strategies regarding employee relations procedures, issues and cases, such as grievances, disciplinary actions and contract application and interpretation; consults with employees and their representatives to identify and resolve employee/employer-related problems and issues; assists in the resolution of disputes through a variety of resolution vehicles; advises management and staff on interpretation and application of MOU provisions; develops or modifies employee and labor relations policies and procedures; advises managers and supervisors on positive employee relations practices; may serve as a member of the labor management committee and negotiation team. 

5.    Oversees and administers the Port’s disability management program; explains disability benefits and types of leaves to employees; monitors and tracks employees on FMLA, pregnancy disability leave and other types of leave; coordinates with the Port’s disability carrier and acts as liaison between carriers and employees; tracks employee limitations and works with departmental managers to accommodate employee disabilities; ensures compliance with the Port’s Return-to-Work program, including following up with employees, supervisors and departments and tracking employee status; completes employee timecards to ensure accuracy; updates and maintains associated District rules, regulations and administrative procedures.

6.    Conducts desk audits and the more complex organizational and position classification studies; prepares new or modified job analysis documents and class specifications; recommends the classification of new or modified positions, classes and class series; designs and conducts special surveys and studies regarding compensation and other human resource management issues; recommends salary structure or benefit program changes based on studies and analyses.

7.    May administer the Port's Americans with Disabilities Act (ADA) program, including administration and making employee accommodations; acts as liaison between the departments and employees; follows up with doctor, attorneys and others as needed; advises employees and management on policies and regulations to ensure consistent practice and legal compliance; conducts supervisor and employee training sessions; conducts trend analyses for use in training and education; conducts periodic file reviews; completes employee timecards to ensure accuracy.

8.    Conducts investigations of difficult and sensitive employee complaints; prepares findings and recommendations; represents the Port in dealings with federal and state compliance agencies.

9.    Conduct analysis on internal and external salary statistics. Based on the information collected, recommend, and implement an appropriate employee compensation structure. This structuring may involve configuring pay grades and evaluating new employee titles and ongoing reclassification.

10.    Conducts exit interviews. Analyzes trends regarding turnover and develops and makes recommendations regarding addressing trends.

11.    Oversees and administers the Port’s wellness programs.  Makes recommendations to the executive team.  Analyzes costs and benefit to the Port and employees; develops communication materials; coordinates with departments for scheduling. 

12.    Prepares contract agreements with vendors for consulting services.  Develops scope of work for contract agreements and negotiates contract terms and costs with vendors; maintains project timelines and ensures contracted tasks are completed, deliverables are received and payments have been made.

13.    Develops requests for proposal for benefit plans and administrators; supervises and participates in evaluation of bids; recommends and manages outside contractors involved in employee benefit administration; evaluates contractor performance to ensure contract compliance; participates in developing and negotiating agreements and other cooperative efforts on behalf of the Port with other agencies, contractors, vendors and program providers.

14.    Participates in researching and drafting new and revised Rules and Regulations, policies and procedures; confers with and interprets policies, procedures and regulations to Port management, staff and the public.

15.    Creates in-house management training programs (e.g. performance appraisal, equal employment opportunity, sexual harassment, employee selection, and disciplinary actions) and recommends other district training needs in office technologies, safety and others; plans and develops training and organizational development activities for district employees through an effective training needs analysis and reporting; arranges for speakers, programs and job skills workshops; develops career development guidelines, handbooks and course outline for employee growth; develops and administers employee engagement surveys to support organizational goals and objectives.   

16.    Presents reports and board agenda items to the Board of Port Commissioners, administrators, staff, and the public; attends local, state, regional and federal conferences, workshops, meetings, and training seminars to maintain current in areas of responsibility. 

17.    Participates in the evaluation of human resources information systems enhancements; provides guidance to end users on application use and operating parameters; translates user expectations into technical specifications for enhancement and customization projects; consults with other staff on business process changes; researches these changes for potential problems, including impact on other areas.

18.    Stays current with knowledge related to human resources management by attending professional conferences and in-service education programs, as well as by reviewing information obtained from department memoranda, staff meetings and professional publications to attain and maintain human resources-related knowledge and skills and determine the impact of developments and change on providing service excellence.  

19.     Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the Port. 
 
20.    Interprets and explains benefit plan requirements and procedures to employees and beneficiaries; serves as liaison with external plan administrators to resolve benefits concerns and coverage/payment problems in the best interests of the employee and the Port; assists in resolving insurance claims disputes and benefits services issues.

21.    Plans, organizes, controls, integrates and evaluates the work of assigned staff; develops, implements and monitors work plans to achieve department mission, goals and performance measures; directs the development of and monitors performance against the department budget; supervises and participates in the development, implementation and evaluation of work programs, plans, processes, systems and procedures to achieve Port and department goals, objectives and performance measures consistent with the Port’s quality and customer service expectations.

22.    Plans and conducts special projects and events for the department; plans and coordinates Port health fairs and blood drives and other Port events; oversees and manages the Port’s random drug testing program for DOT compliance; conducts analyses of benefit plan and cost changes and makes recommendation to management; executes approved changes to Port benefit plans; researches and analyses various benefit scenarios as requested by the executive team. 

23.    Administers the contract between the Port and its retirement plan administrators; attends retirement Board meetings as needed and represents the Port’s interests; ensures the contract is interpreted correctly both by payroll and the administrator; assists with investigations for the disability retirement process.

OTHER DUTIES
1.    Incumbents in this classification may be assigned the following SAP duties and responsibilities: interface with other module process owners to coordinate configuration and business process changes to SAP; test and document changes to SAP; train and assist new SAP users including creating training material; translate business requirements to SAP functional requirements; troubleshoot problems within respective module and with integrated module.
2.    Collects and analyzes data for use in formulating negotiations proposals.  
3.    Maintains confidential files and records.
4.    Works with medical facilities to set up required physicals for employees.
5.    Provides backup for other People Services department staff.
6.    Acts for the People Services Manager in that incumbent’s absence.
7.    Plans, schedules, conducts, and evaluates competency-based and regulatory training and development programs customized to meet division and department needs; designs and develops new and/or adapts instructional materials, including handouts and other materials relevant to individual work group needs; evaluates participant feedback and modifies programs and instructional materials.
8.    Provides support to the Port’s labor relations program by assisting with benefit surveys and cost analyses for various benefit scenarios.
9.    Provides classification, compensation, and benefit information to other organizations.
10.    Performs special projects as assigned.Knowledge of:
1.    Theory, principles, practices, methods and techniques of benefit program design and administration, including eligibility determination, enrollment, claims processing, benefits reporting and insurance/benefit plan record keeping.

13.    Establish and maintain effective working relationships with managers, supervisors, union representatives, representatives of other governmental agencies, benefit plan vendors, third party administrators, program beneficiaries, applicants, complainants and others encountered in the course of the work.
14.    Principles and practices of strategic planning.

16.    Safety policies and safe work practices applicable to the work being performed. 
17.    Current computer operating systems, software applications and office productivity software such as word processing, spreadsheets, calendar, presentation, and database programs.

10.    Maintain strict confidentiality and control of information. 
11.    Research, collect and analyze technical data. 
12.    Supervise and train employees. 
13.    Make presentations to the Board of Port Commissioners, other agencies, employees, and the public.

MINIMUM REQUIREMENTS
Education, Training and Experience:

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: 

Education:
Graduation from a four-year college or university with major coursework in public or business administration, human resource management, psychology, organizational development or a related field.

Experience:
Seven (7) years of increasingly responsible human resource management experience.

Licenses; Certificates; Special Requirements: 
Certain assignments may require a valid driver's license and the ability to maintain insurability under the District's vehicle insurance program.

This position may be subject to a pre-employment background check. The Port will conduct a California Department of Justice/FBI fingerprint and criminal history check; felony convictions may be disqualifying. Misdemeanor convictions may be disqualifying depending on type, number, severity, and how recently they occurred. Criminal arrests and convictions during employment may result in termination or limitation in job duties if reasonable can be made.
