Description :
Under the direction of the Pre-K / ASD (Achievement School District), the Family Liason will provide social work / case management and health services to children in the Pre-K / ASD, program and their families; will create, carry out and monitor the activities designed to implement best practices to promote parent-child engagement.
Requirements :
- Bachelor's degree in Early Childhood Education, Social Service or closely related field is required.
- Minimum four years of experience in leadership or administrative position in human services programs, experience in a human services setting, including working with low-income children and families required.
- Experience in program planning and managing programs for young children preferred.
- Minimum two years of supervisory experience required.
- CPR and First Aid training / certification preferred.

Directly supervises employees in the Pre-K / ASD program. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training / developing employees; planning, assigning, and directing work; appraising performance; rewarding, motivating and disciplining employees; addressing complaints and resolving problems.
Essential Job Functions
Assist with the execution of the Pre-K program in accordance with the terms of the contract and applicable guidelines. Administers the program within budgetary provisions by assisting in the development of the annual operating budget and assures proper accounting and adherence to constraints / funders.Develop, implement and maintain systems, policies and procedures that ensure objectives are met and services are high quality as defined by the standards set forth by Tennessee Department of Human Services-Child Care Licensing, and Tennessee Department of Education, Porter-Leath, NAEYC, Head Start (for applicable sites) and COA.Work collaboratively with staf f / administration to cultivate a strong partnership and ensure a smooth transition from Pre-K to Kindergarten. Meet frequently with Administrative staff to ensure ongoing communication.Assist with the management of Pre-K administrative functions (e.g. facility maintenance, budget, staffing, etc.) for the purpose of maintaining safe and efficient school operations within program guidelines.Develop aggressive recruitment plan to ensure full enrollment is met and maintained throughout the school year with an active wait list with zoned schools.Work with staff to implement and maintain a fair enrollment process for families ensuring that a minimum of 80% meet the federal government's low income requirements.Ensure that staff is properly trained on policies / procedures and best practices are implemented daily.Assist with selection, implementation and continued monitoring of Pre-K curriculum and assessment to ensure alignment with TN Early Learning Standards in an effort to prepare children for successful transitions to Kindergarten. Provide day-to-day supervision for the purpose of monitoring performance, providing for professional growth and achieving overall objectives of the curriculum.Conduct employee's annual performance re v iews and objectives and monitor frequently to determine professional development needs within the program.Coordinate and / or complete required TEMS, ECERS, CLASS evaluations / observations for teachers and classrooms.Plan, conduct, and / or coordinate in-service training for staff.Ensure regular communication and coordination with supervisor and employees. Facilitates communication between personnel, students and / or parents for the purpose of evaluating situations, solving problems an d / or resolving conflicts.Ensure integrity of program evaluation measures. Assist in the developing and maintenance of a system of tracking children and families, including referral to outside agencies, when necessar y .Utilize the Child Plus database system to maintain staff, family records and monitor staff input frequently.Chairs meetings (e.g. curriculum, safety, Pre-K advisory, special district committees, etc.) for the activities and ensuring that outcomes achieve school, district and / or state objectives.In conjunction with the Education Manager and other agency employees, compile information, complete and submit grant application s / information to the appropriate governing bodies; compile programmatic reports and requested information and documents.In conjunction with the Education Manager develop, implement and monitor compliance to the program's operating budget.In conjunction with the Education Manager develop and update procedures, goals, and standards relative to program requirements by staying current on agency and programmatic issues.Audit files, classrooms and other factors to assure services are being delivered properly. Maintain all documentation necessary to verify progress toward program objectives.Monitor various program contracts and contractors for compliance to the terms provided.Implements policies, procedures and / or processes for the purpose of providing direction and / or complying with mandated requirements.Complete and submit monthly reports as required by Education Manager (i.e. Pre-K report, PQI, CACFP, etc.).Ensure the facilities and equipment is available and meets all local, state and federal requirements.Ensure employee(s) has the tools, equipment and supplies necessary to perform efficiently.Ensure that sites are meeting all USDA ( CACFP) guidelines. Review monthly CACFP reports.Conduct monitoring of meals and assist with monitoring staff to ensure compliance.Assist with preparation for local and national site visits / audits (i.e. DHS / DOE licensing reviews, Healt : Dept., NAEYC, USDA, Head Start, etc) and self assessments.Keep Supervisor and the Vice President informed of programmatic issues in a timely and conciseManner.Represent Porter-Leath and Pre-K program within community forums, groups at a national, state andlocal level for purposes of advocacy, education, collaboration, networking and information sharing.Attend local, regional and national educational workshops to stay abreast of trends and maintainprofessional development.Contribute to team effort by performing other duties as assigned.Physical Demands
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to use hands to finger / handle / feel. Occasionally required to stand and walk The employee must occasionally lift and / or move up to 10 pounds. Specific vision abilities required : close and color vision. Work in a non-smoking environment.
Special Conditions
Maintain a valid driver's license and good driving record with appropriate level of insurance. Must travel from administrative headquarters to all sites on a regular basis. Training requires periodic overnight travel.
