What are the responsibilities and job description for the People Director - People Strategy, Equity, and Culture Division position at Portland Community College?

The People Director is a strategic member of the People Equity Strategy and Culture management team who contributes to the strategy and goals of the college to drive vision and purpose in finding collaborative solutions that lead to employee success. This position also serves as the Deputy Title IX Coordinator for the college.


The successful incumbent will require extensive experience in, and the ability to successfully navigate in, a union environment or other highly regulated environment (including the ability to consistently interpret and communicate the intent behind Collective Bargaining Agreements and Memoranda of Agreements). They will also require the ability to maintain a high level of confidentiality to build trust and have appropriate empathy when dealing with sensitive and complex issues. As the leader of PCC’s People Team, the People Director will need the demonstrated ability to provide leadership for conducting comprehensive investigations using confidential, neutral practices, including the ability to interpret investigations and make decisions through an equity and trauma-informed lens.


We are looking for a People Director with a very strong background in Employee Relations, who demonstrates a broad knowledge of state and federal employment laws such as FMLA, OFLA, ADA, FLSA, EEO, USERRA, Title IX and Civil Rights.


As PCC’s People Director, you will use your strong communication, leadership and consulting skills to direct the college's employee relations work to ensure that the college is in compliance with state and federal laws. You will lead the team that supports staff at all levels to grow and develop in alignment with personal and college goals. You will apply your problem-solving, analytical skills, and abilities to investigate issues and prioritize critical duties and assignments in a fast-paced environment.

Minimum Qualifications

Bachelor’s Degree in Business Administration, Human Resources, Organizational Development, or related discipline (NOTE: Relevant experience may substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications

  • Demonstrated working knowledge of HR systems and the ability to learn and maintain strong knowledge of internal policies, procedures, systems, and resources

Placement will be within the Classification salary range, based on qualifications, experience, and internal equity.

After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements
Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily. Frequent travel to other college campuses and off-campus sites is required.

Special Conditions for this position:

This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage. Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
