Position Summary

Portland Community College is looking for a Program Specialist to join the student accounts team. The home base for this position is located at the Rock Creek campus however, travel to the other three campuses will be required as needed for this position. This role performs a variety of activities to ensure the efficient and effective operation of a Student Accounts office.

At this time, the work schedule is Monday through Friday, 8 hours a day. Daily work hours are Monday-Thursday (8 : 30am-5 : 30pm) and Friday (8 : 00am-4 : 30pm). Currently, this position may be eligible for hybrid work with expectations of at least 4 days on-site, but this might vary or change depending on the needs of the students, department or college. In order to work remotely, the individual must have an appropriate workspace, adequate internet access, and may not perform other duties (such as child / elder care, other job) during work hours. The department will provide a laptop that can be used both remotely and on-site. The worksite would be located at Rock Creek.

This position serves students, staff, parents and community members by working on a broad array of complex student and financial service issues. Proactively engaging students in financial conversations and planning to help ensure student financial success and referring students to appropriate college and external resources are essential. The Program Specialist provides services to a diverse population including non-native English speakers, international students, high school students and other community members whose needs and interests may vary, and consistently delivers these services in a professional, efficient and friendly manner.

Candidate Profile

These qualifications, skills and abilities are critical for success in this position.

Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

  • Two years of experience with an Enterprise Resource Planning (EPR) database (i.e., Banner / Workday), in a higher education setting
  • Two years of working experience in student accounts and / or in a higher education environment
  • Demonstrated experience working with diverse populations and an understanding of best practices around equity and inclusion
  • Experience serving in a lead capacity providing operational support to ensure smooth running of the office at an assigned campus and / or one or more complex areas of responsibility
  • Demonstrated experience engaging in financial outreach and intervention; provides support and information on financial options to students experiencing family, personal or economic crisis
  • Demonstrated experience cashiering, auditing, reconciliation, account payments, student account helpline and related regulatory compliance

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Associate's degree or equivalent units
  • Two years of responsible experience related to the program area of assignment (Note : Related experience may substitute for the education requirement on a year-for-year basis.)
  • Positions in this classification typically require a blend of administrative experience, including expertise with technological resources, and experience or training related to the program or service to which assigned.

    Preferred Qualifications

  • Two years of experience working with a higher education ERP and / or payment gateway, such as TouchNet, CASHNet, or Nelnet
  • Experience training or providing assistance to other staff on complex student accounts
  • General accounting experience
  • Demonstrated experience counseling students on their student account and their financial wellness
  • Typical Duties and Responsibilities :

  • Provides information on a variety of topics related to student services to students, staff, parents, and community members, in-person and via various communication methods, including phone, chat, zoom and email.
  • Coordinates with internal college resources, support services and external agencies.
  • May be assigned in a lead role over other employees; classified staff as well as casual and student employees. May assist in selecting staff, making work assignments, staff training and development and have input to staff evaluations.
  • Analyzes student financial needs and prepares financial wellness reports for students. Provides support and information on financial options to students.
  • Engages in financial outreach and intervention; provides support and information on financial options to students experiencing family, personal or economic crisis. Assist in the setup of custom payment plans for past due accounts.
  • Participates in or oversees the work of the Student Account Specialists; identifies and resolves problems; monitors work flow; reviews and evaluates work assignments, methods and procedures.
  • Works closely with students and college-wide staff to resolve or redirect student account disputes and appeals. Handles a variety of difficult customer situations using tact, diplomacy and patience to diffuse irate / angry customers.
  • Coordinates with other Student Account and college-wide staff to ensure consistent communication and delivery of high level customer service. Provides information, training and support to participating members of Student Account Services.
  • Coordinates with partner agencies and organizations at the federal, state and local level, including those with a regulatory authority. Coordinates informally and assists in preparing official reports and correspondence.
  • Researches and resolves complex problems, discrepancies and / or disputes related to core areas of responsibility. Gather information, conduct research and determine appropriate resolution. Consults with management as needed.
  • Regularly refreshes knowledge and skills through required attendance at training sessions, student services functions and staff meetings
  • Attends informational seminars and reviews current policies and practices to ensure compliance with institutional, state and federal requirements.

    Starting Salary Expectations

    The first two steps of the range are : $58,180 and $59,923 per year. Higher salary placement may be available based on qualifications, experience and internal equity.

    Working Conditions and Physical Requirements

    Work is typically performed in a standard office environment and exposure to video display terminals occurs on a regular basis. Duties typically involve managing multiple priorities, handling interruptions, deadlines and other work pressures. Some positions may require local and long distance travel and the use of a personal vehicle.

    Learned physical skill is required for keyboarding and ten-key functions. Occasional lifting, guiding and / or carrying of light weight materials and equipment.
