JOB SUMMARY:
This position assists Supervisors and Property Managers, as required, with a variety of tasks to ensure effective operation, eligibility and compliance for housing programs administered by the Portland Housing Authority. These programs may include those associated with the Voucher Programs Department such as the Housing Choice Voucher Program, Project Based Voucher Program and other housing subsidy programs, as well as Public Housing Programs which could include LIHTC. Housing Officer functions include, but are not limited to, eligibility determinations; rent calculations; annual re-certifications; interviewing clients; client, landlord and applicant inquiries and correspondence; and other related duties. This position should be familiar with The Department of Housing and Urban Development (HUD) rules and regulations as it relates to the HUD Voucher and Public Housing programs as assigned and should be able to use some independent judgment on routine matters that are in accordance with HUD and the agency’s Administration Plan, ACOP, or Resident Selection Policies. The Housing Officer is instrumental in referring major problems and observations to their direct supervisor. The Housing Officer must be able to work independently to perform these duties to meet deadlines, according to federal regulations and local PHA policies.
JOB DUTIES AND RESPONSIBILITIES:
1. Establish and maintain files, records, and reports for all applicants and clients.
2. Ensure verifications are complete, accurate and timely for eligibility and income.
3. Prepare rent calculations or income certifications for new move-ins, annual and interim recertifications.
4. Assist residents with rental payments and rental account inquiries when other site staff coverage is not available.
5. Accept and process work order requests from residents when other site staff coverage is not available.
6. Perform related duties as assigned.
QUALIFICATIONS:
1. **Education and Experience
- Minimum 2-year associate degree.
- 2 years of field experience in the administration of federal housing programs or an appropriate combination of education and experience
2. **Skills and abilities
- Must be able to prioritize workload and perform complex administrative functions with a degree of independence.
- Ability to interpret, communicate and implement HUD and PHA rules, regulations,
- and procedures.
- Establish and maintain effective working relationships co-workers, program participants and other agencies in the community.
- Ability to accomplish tasks using PHA’s office equipment, PC and Mainframe applications and Microsoft Office.
- Ability to understand and comply with privacy/confidentiality and Fair Housing rules.
- Ability to organize and manage time effectively, and work without close supervision.
- Exhibit excellent organizational skills and attention to detail.
- Ability to work well and be unbiased in a multi-cultural environment.
3. **Certifications
- Completion of certification training as a Housing Specialist or to be able to be
certified within the first 6 months of employment.
4. **Physical Requirements
- Work is primarily in an office environment, but also may include home visits or travel, as necessary.
- Ability to pick up and move at least 15 pounds and operate office equipment.
- Ability to pass a background check and exclusion from the HUD SAMS list (https://sam.gov/SAM/)
