Position Summary: Under the direction of the Portsmouth City Health Department’s STD Program Coordinator, the Disease Intervention Specialist (DIS) is responsible for planning and implementing programs aimed at controlling communicable diseases. Key responsibilities include locating disease sources, carriers, and at-risk populations to prevent and treat infections, thereby reducing disease incidence and risk within the community. The DIS provides counseling and education to clients diagnosed with communicable diseases, offering information on disease etiology and prevention strategies. Additionally, the DIS ensures rapid linkage to care for newly diagnosed HIV clients. This position works directly with the Ohio Department of Health (ODH) HIV/STD Prevention Coordinator (HSPC) to manage disease control efforts across the 20 counties of Rural Regions 6 and 7. All duties are performed in alignment with the mission, purpose, and goals of the Portsmouth City Health Department.
Essential Duties:
(70%) Syphilis Case Management and Partner Services
- Locates, investigates, and reports syphilis cases in accordance with program guidelines.
- Conducts client interviews for contact elicitation, focusing on disease intervention and partner notification, as dictated by program policy.
- Provides client-centered counseling, addresses concerns, answers questions, and ensures strict confidentiality of all information obtained.
- Organizes, conducts, and manages partner notification services, laboratory and case report surveillance, and outreach testing activities, ensuring compliance with quality assurance standards.
- Administers injections for treatment as needed.
(30%) HIV Case Management and Testing Services
- Locates, investigates, and reports HIV cases, ensuring timely follow-up and reporting.
- Collects and processes blood specimens for HIV testing; administers Insti one-minute rapid tests and confirms results using the OraQuick 20-minute test to facilitate rapid linkage to treatment.
- Provides pre- and post-test counseling for HIV and other sexually transmitted infections (STIs), incorporating educational, motivational, and risk-reduction messages.
- Delivers prevention education and risk-reduction counseling at counseling and testing sites, STD clinics, and other settings as necessary to reduce the risk of STD/HIV infection and transmission.
