We’re an agency committed to providing quality gender-responsive, trauma-informed treatment and support to women with substance use and co-occurring disorders. POWER offers a range of trauma-informed and gender-responsive treatment and recovery support services, all delivered from its Campus. 

As a member of the Administrative Team, the HR Director is responsible for leading all aspects of human resources within the organization, ensuring compliance with employment laws, developing and implementing HR strategies that align with the organization's mission, and fostering a positive work culture while managing employee relations, recruitment, compensation, benefits, and performance management, all within budget constraints. The HR Director remains current in HR trends, encourages employee engagement, and promotes a culture that is diverse, inclusive, and equitable. 
Salary range $90,000-$110,000

Essential Responsibilities 

  • Develop and implement strategies that support the mission and goals, including talent acquisition, employee development and retention, succession planning, and workforce planning.   

  •       Maintain knowledge of relevant employment laws and regulations, ensuring the organization adheres to all requirements related to hiring, termination, employee benefits, and workplace policies; annually review and update policy and procedural manuals and Employee Handbook. 
  • Oversee recruitment process, including job posting development, candidate sourcing, interviewing, and onboarding new employees 

  • Manage the compensation structure, including salary reviews, performance-based incentives, and benefits packages, while ensuring competitive market positioning and budget adherence. 

  • Develop and implement competitive and cost-effective compensation and benefits plans. 

  • Create and implement employee relations policies and practices to help increase job satisfaction and engagement; and regularly measure employee engagement. 

  • Ensure a quality performance management and review process to evaluate employee performance, provide feedback, and identify development and growth opportunities. 

  • Identify training needs and develop and deliver training programs to enhance employee skills and knowledge in their respective areas of responsibilities and across the organization. 

  • Oversee implementation and maintenance of HR information systems to streamline processes and ensure data accuracy and maintain the organization’s internal communications platform.  

  • Develop and manage HR department budget, ensuring cost-effective utilization of resources. 

  • Maintain and oversee maintenance of records and reports to ensure compliance with requirements, including employee files; and complete annual audit of personnel files ensuring compliance with agency policies, federal, state, county laws, and licensing regulations.  

  • Monitor agency risks relating to legal requirements and government reporting regulations to reduce risk exposure (e.g., OSHA, EEO, ERISA, and Wage & Hour).  

  • Serve as Civil Rights Compliance Officer with and responsibility for receiving and investigating complaints of discrimination, harassment or retaliation; process ADA reasonable accommodation requests; and administer Worker’s Compensation and Unemployment Compensation claims. 

  • Supervise staff of the HR department.  

  • Participates in staff meetings and professional development activities as required and Board meetings as needed; provides support to the Board HR Committee. 

Requirements 

  • Master's degree in HR management or related field, or comparable combination of education and experience. PHR/SPHR certification preferred. 

  • Minimum of five (5) years’ experience in human resources. 

  • Proven experience as an HR leader within a non-profit organization. 

  • Deep understanding of employment laws and regulations. 

  • Excellent communication, interpersonal, and conflict resolution skills. 

  • Strong organizational and time management skills. 

  • Proficiency in HR technology and information management systems. 

  • Commitment to POWER’s mission and values, including supporting a culture of diversity, inclusion, and equity. 

  • Ability to secure Act 33 and 34 clearances. 

Working Conditions 

  • Ability to work in POWER’s various program sites. 

  • Ability to work the hours necessary to complete the work. 

  • Ability to climb stairs and lift light boxes.
