POSITION SUMMARY:

Reporting to the Payroll Director, the Human Resources Manager is responsible for performing HR-related duties on a professional level and works closely with HR staff, Executive and Management teams supporting the overall PPEP, Inc. mission. Key areas of responsibility include enforcing company policies and practices, policy implementation, employee relations, employment-recruitment, functional duties in compensation, and compliance with all relevant Federal, State, and local laws.

DUTIES AND RESPONSIBILITIES:

  • Partners with Executive and Management team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Oversees and is actively involved with talent management - recruiting, hiring, on-boarding, internal/external job postings, preparation of job ads for all postings or media placements. Maintain and update as needed the PPEP Hiring employment site.
  • Reviews the applicant flow to ensure all recruitment advertisements are drawing in qualified applicants.
  • Assist employees with concerns and questions, conduct employee relations investigations and document accordingly.
  • Support managers and supervisors with employee performance issues, communicate with management as needed on HR related issues, status changes, conflict resolutions, terminations, and law updates.
  • Manages HRIS data entry audits, changes, term documentation and ensures data accuracy.
  • Develops and maintains job descriptions in association and coordination with managers and supervisors.
  • Participates in the annual renewal of employee benefits programs including health, dental, life, long-term disability, and other related programs and supervises same.
  • Ensures regulatory compliance with employment laws, including but not limited to FMLA, ADA, Title VII, ADEA, EEOC, OSHA. Participates in research and implementation of new requirements in regulations and policy changes.
  • Participates in development and data collection as needed in the preparation, dissemination and completion of AAP, EEO 1 and VETS 4212 reports.
  • Oversees the HR Generalist with incoming unemployment insurance claims. Reviews, prepares responses, and represents PPEP at hearings and legal proceedings. Maintains UI document and records.
  • Serves as liaison with insurance companies and/or attorneys concerning claims and potential lawsuits to resolve issues at the lowest level possible.
  • Coordinates Workmen's Compensation program including investigations, reporting, and developing training to prevent future injuries.
  • Recommends policy changes and evaluates the effectiveness of current policies and procedures.
  • Provides supervisor and employee training concerning benefits, HR policy and procedures, and other topics upon request by supervisors and the Executive Team.
  • Performs job and compensation audits, market comparisons, job grading recommendations; develops and maintains the agency compensation/classification plan.
  • Provides support and guidance to HR Generalist, HR Specialist, management, and other staff when complex, specialized. and sensitive questions and issues arise: may be required to administer and execute routine tasks in

delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, and terminations.

  • Responsible for the maintenance and security of all Human Resource records and documents; maintains confidentiality and HIPAA compliance as needed.
  • Participates in and coordinates employee activities and recognition events.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and talent management.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in relevant field and seven (3) years Human Resources experience, or an equivalent combination of relevant education, professional training or work experience which demonstrates the ability to perform the duties of the position.
  • Excellent verbal and written communication and presentation skills.
  • Proficient PC skills including Word, Excel, PowerPoint and HRIS systems.
  • Strong attention to detail, follow through and excellent organization skills.
  • Strong customer service orientation demonstrated by flexibility and ability to work as a member of a team.
  • Ability to manage multiple tasks simultaneously.
  • Must have a sense of urgency, adaptability, flexibility, and resourcefulness.
  • Ability to exercise independent judgment and produce creative solutions/processes.
  • Ability to appropriately manage confidential and sensitive information.
  • Knowledge of federal, state, and local regulations: FMLA, ADA, EEOC, OSHA, DOL-FLSA, ERISA, and other related employment/labor laws.

PREFERRED QUALIFICATIONS:

  • MA in Human Resources Management, Business Administration, or a comparable field; or any combination of higher level of education, professional training or work experience which demonstrates the ability to perform the duties of this human resources position.
  • Professional or Senior Professional in Human Resources (PHR or SPHR) designation.
  • Prior work experience in a non-profit, education or government environment.
  • Bilingual (English/Spanish)

PHYSICAL REQUIREMENTS;

  • Must be able to see/read a computer monitor screen and keyboarding abilities.
  • Must be able to lift and carry five (5)pounds.
  • Must be able to sit for extended periods.
  • Some travel is required.
  • Ability to work extended hours as needed.
