Praescient Analytics is seeking a Senior Program Manager (Navy Modernization) to lead large-scale DoD acquisition, development, and integration efforts in support of Project Overmatch. The selected candidate will oversee cross-functional teams, drive technology adoption, and ensure program objectives align with warfighter needs. Project Overmatch is a critical U.S. Navy initiative focused on advanced networking, AI/ML integration, and warfighting capability enhancement. The ideal candidate will provide programmatic oversight, ensuring successful execution of cost, schedule, and performance goals. This position will be based in San Diego, CA with a requirement to onsite.
Responsibilities:
- Provide strategic leadership for high-visibility DoD acquisition programs.
- Develop and execute program roadmaps, milestone planning, and acquisition strategies.
- Oversee financial planning, risk management, and contract execution.
- Guide system-of-systems integration efforts, ensuring alignment with the NAVWAR Tactical Grid.
- Act as the primary liaison between government, industry partners, and operational stakeholders.
- Ensure compliance with DoD 5000.02 Adaptive Acquisition Framework and cybersecurity requirements.
- Mentor and guide junior program managers and team leads
Required Qualifications:
- 10 years of experience leading large-scale DoD programs.
- TS/SCI level clearance or higher (active or eligible).
- Master’s degree in Program Management, Systems Engineering, or related field.
- Strong understanding of DoD acquisition (JCIDS, PPBE, DASN C4I), contracting, and financial planning.
- Experience working with Project Overmatch, JADC2, NAVWAR, or related Navy programs.
- Proven track record in managing cross-functional teams and delivering solutions on time and within budget.
- Project Management Professional (PMP) certification
Preferred Qualifications:
- Familiarity with Naval Operational Architecture (NOA) and Overmatch Software Armory (OSA).
- Experience in AI/ML, DevSecOps, or C5ISR systems integration.
