Prevailance is seeking an experienced and mission-focused professional to support Commander, Naval Surface Forces Pacific (CNSP) and Afloat Training Group Pacific (ATGPAC) as a Training Requirements and Policy Analysist. This position requires extensive knowledge and experience in surface warfare training and readiness management, focusing on ensuring Pacific Fleet ships are trained and ready for deployment.
The Training Requirements and Policy Analysist shall be a senior Navy professional with a strong operational background, adept at managing large-scale training programs and providing high-level recommendations to ensure fleet readiness and effective training across diverse locations in the Pacific.
Responsibilities include, but not limited to:
- Training Standards Development & Analysis:
- Oversee and enhance training standards, ensuring alignment with evolving requirements across Pacific Fleet commands.
- Track and analyze training data to optimize standards and identify areas for improvement.
- Fleet Readiness & Certification Support:
- Coordinate with CNSP/ATGPAC on mission area certification, Ballistic Missile Defense (BMD) training, and readiness programs.
- Provide oversight on program management, quality assurance, and conduct training exercises as necessary.
- Executive & Departmental Support:
- Offer executive-level support to senior leadership, managing scheduling, conflict resolution, and departmental communications.
- Draft Flag Level briefs and present them to senior Navy and Department of Defense officials.
- Data & Program Management:
- Perform data analysis, monitor Navy training metrics, and develop quality control recommendations.
- Support program administration with systems such as TORIS, RADM, and NTMPS.
- Process Improvement & Team Leadership:
- Conduct workshops and lead teams in process improvement, applying best business practices.
- Contribute to initiatives such as the Fleet Training Wholeness Strategy, Live Virtual Constructive training, and Ready Relevant Learning.
Requirements
Experience:
- Surface Navy Command Experience: Minimum 20 years of experience, including Command Afloat and Major Command Afloat positions.
- Staff Experience: Two years on a Navy major staff (OPNAV, Fleet, TYCOM) at a senior officer level.
- Training Management: Five years of experience in surface navy training, resource management, and training metric analysis.
- Systems Proficiency: Familiarity with Navy training systems (TORIS, RADM, NTMPS) and the Microsoft Office Suite.
- Flag Level Briefing: Experience preparing and presenting senior-level briefs.
- DoD Training and Warfare Area Certification: In-depth understanding of certification processes.
Key Knowledge Areas:
- SFTRM & STAVE: Expertise in the Surface Force Training and Readiness Manual and Surface Training Advanced Virtual Environment.
- Fleet Training Requirements & POM: Knowledge of Fleet Training Requirements Management, Surface Warfare Training Strategy, and POM processes.
- Training Continuum & Relevant Learning Initiatives: Understanding of the tactical training continuum, synthetic training capabilities, and the Ready Relevant Learning Initiative.
Education:
- Bachelor’s Degree (No specific discipline)
Clearance Level:
- Must be able to obtain and maintain a Secret security clearance

Salary : $85,000 - $130,000
