Prevailance is seeking an experienced and mission-focused professional to support Commander, Naval Surface Forces Pacific (CNSP) and Afloat Training Group Pacific (ATGPAC) as a Surface Force Training Strategist and Policy Analyst. This position focuses on the training and certification of ships within the Pacific Fleet.
The Surface Force Training Strategist and Policy Analyst shall be a strategic thinker with a deep understanding of Navy training processes, a proven ability to lead teams, and a commitment to ensuring the Pacific Fleet is well-trained and ready for deployment.
Responsibilities include, but not limited to:
- Training Standards Development and Analysis:
- Collaborate with team members to develop and improve training standards for CNSP and ATGPAC.
- Conduct comprehensive analysis and monitoring of Navy training metrics to ensure adherence to evolving standards.
- Training Resource Management:
- Oversee and manage training resource allocation, ensuring efficient scheduling and utilization of personnel and systems.
- Identify, track, and prioritize training system issues to support operational readiness and certification processes.
- Process Improvement Leadership:
- Lead teams in recognizing and implementing process improvements within training and certification protocols.
- Develop actionable recommendations that enhance training efficiency and effectiveness.
- Data Analysis and Reporting:
- Perform data analysis to monitor training progress and effectiveness, ensuring alignment with established training goals.
- Draft and present command briefs to senior leadership, highlighting key issues, solutions, and training performance metrics.
- Operational Readiness and Systems Management:
- Utilize Navy information systems such as TORIS, RADM, and NTMPS/FLTMPS for effective training management.
- Ensure that training schedules align with operational requirements and contribute to a ready fleet.
Requirements
Experience:
- Surface Navy Shipboard Leadership: Significant experience as an officer at the Department Head level or above in the Surface Navy, focusing on training and certification.
- Training and Certification Management: At least five years of experience managing Navy training and certification processes, with a strong emphasis on analyzing training metrics and resource management.
- Issue Identification and Resolution: Proven track record of identifying, tracking, and prioritizing training system issues, leading to effective resolution and process improvements.
- Team Leadership: Experience leading teams in developing and prioritizing process improvement initiatives to enhance training effectiveness.
- Navy Information Systems Proficiency: Familiarity with operating systems like TORIS, RADM, and NTMPS/FLTMPS, essential for managing training operations.
- Executive Communication: Experience in drafting and delivering command briefs to senior leadership, presenting complex information clearly and effectively.
- Microsoft Office Suite: High proficiency in Microsoft Office Suite for reporting and presentation purposes.
Knowledge Areas:
- Surface Force Training and Readiness Manual (SFTRM): Comprehensive understanding of the SFTRM and its application in training processes.
- Unit-Level Training: Knowledge of Naval Unit-Level Training at a senior military or DoD civilian level.
- Navy POM Process: Familiarity with the Program Objective Memorandum (POM) process and how it relates to training resource allocation.
- Training Strategies: Understanding of the Surface Warfare Training Strategy and Fleet Training Wholeness Strategy to align training practices with fleet needs.
Education:
Bachelor’s Degree (No specific discipline)
Security Clearance:
Must be able to obtain and maintain a Secret security clearance

Salary : $80,000 - $135,000
