Prevailance is seeking an experienced and mission-focused professional to support Commander, Naval Surface Forces Pacific (CNSP) and Afloat Training Group Pacific (ATGPAC) as a Senior CNSP Surface Force Training Strategist and Policy Analyst. This senior-level role requires a highly experienced individual with extensive surface Navy and shipboard operational expertise.
The Senior CNSP Surface Force Training Strategist and Policy Analyst shall be a seasoned Navy professional with in-depth knowledge of surface warfare training, fleet readiness, and a strong foundation in both operational and strategic resource management. The candidate will support high-impact initiatives to maintain a mission-ready, well-trained Pacific Fleet.
Responsibilities include, but not limited to:
- Training Standards Development & Execution:
- Lead efforts to develop and enhance training standards, ensuring they meet the evolving needs of the Surface Fleet.
- Conduct analysis and provide draft recommendations for improvements to CNSP/ATGPAC training standards and practices.
- Track, monitor, and certify combat system baselines and oversee configuration management related to training documentation.
- Certification & Fleet Readiness:
- Ensure that fleet units meet operational readiness requirements through effective certification and training management.
- Maintain awareness of Navy Surface Ship training metrics and analyze data to inform decisions on fleet readiness and deployment capabilities.
- Strategic Resource Management:
- Develop and submit Program Objective Memorandum (POM) investment issue papers, supporting the budgetary and funding needs for critical training and operational requirements.
- Engage in TYCOM funding processes and manage fleet training resources effectively to support operational and training objectives.
- Senior-Level Briefing & Program Management:
- Draft and present high-level briefs for Flag officers on training, certification, and fleet readiness.
- Provide quality control, data analysis, and systems administration as part of the team’s commitment to a trained, deployable fleet.
- Manage schedules and prioritize initiatives to address surface warfare needs within the constraints of the organization’s resource availability.
- Program & Process Improvement:
- Lead and implement best business practices to enhance CNSP/ATGPAC’s training program productivity and standards.
- Identify process improvement opportunities to enhance training effectiveness and alignment with Navy readiness goals.
Requirements
Experience:
- Surface Navy Experience: At least 20 years of experience, including senior-level shipboard operational roles, such as Commanding Officer or Task Group/Squadron Staff.
- Major Staff Experience: Minimum of 2 years at a Navy major staff level (OPNAV, Fleet, TYCOM staff).
- Afloat Training Programs: 5 years in Surface Navy afloat training programs, including metric monitoring, analysis, and resource management.
- Certification & Configuration Management: Experience with certification of combat systems and configuration management control.
- POM Process & Funding Knowledge: Skilled in developing POM issue papers and familiar with TYCOM funding processes.
- Navy Information Systems: Proficiency in systems such as TORIS, RADM, or NTMPS for managing surface ship training.
Knowledge Areas:
- Surface Force Training & Readiness: Knowledge of SFTRM, SWATT, LFWAP objectives, and SMWDC mission.
- Navy Training System Plans: Understanding of NTSPs and military requirements management.
- Surface Warfare Training Strategy: Familiar with POM processes and governance, Fleet Training Wholeness Strategy, and Surface Warfare Training Strategy.
- Synthetic Training & Readiness Kill Chain: Knowledge of synthetic training systems, readiness kill chain, and virtual initiatives supporting tactical training.
- Microsoft Office Suite: Proficient in using Microsoft Office Suite for documentation, analysis, and presentations.
Education:
Bachelor’s Degree (No specific discipline)
Security Clearance:
Must be able to obtain and maintain a Secret security clearance

Salary : $80,000 - $135,000
