Job Description – Data Migration Engineer (EHR)
Location: Austin, TX (4 days remote & 1 day onsite)
DESCRIPTION OF SERVICES
The organization requires the services of 3 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document.
All work products resulting from the project shall be considered "works made for hire" and are the property of the organization. Criminal background checks may be required as authorized by Texas law.
- Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems.
- Confers with personnel involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, data summarization, and report formats.
- Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program changes are possible within the existing system.
KEY RESPONSIBILITIES:
- Lead the migration efforts of the current legacy system to a new modernized system. This includes planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. Document all phases of the migration process and engage with stakeholders for requirements gathering. (40%)
- Ensure that design complies with established standards. Set up validation and auditing processes to maintain data integrity post-migration. (10%)
- Perform testing of the migration process, including creating and executing unit tests, managing test scenarios, analyzing results, and debugging issues. (25%)
- Provide regular updates on migration progress to project stakeholders. Use ticketing systems for information sharing and problem resolution. Deliver presentations to internal and external audiences. (15%)
- Facilitate the transition to the new system by providing oversight and support post-migration, including training end-users, preparing documentation, and recommending performance optimization strategies. (10%)
CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
- 8 years of experience in database management systems, workflows, and data migration, with a focus on healthcare EHR systems.
- 8 years of experience in Oracle, Microsoft SQL Server, Intersystems Cache, or similar database scripting, and proficiency with EXCEL, Word, Visio, and other spreadsheet software.
- 8 years of experience in business analysis, including reviewing, analyzing, and evaluating user requirements and operational procedures.
- 8 years of experience in the EHR application domain, creating workflow analysis, developing workflows, design, programming, and support.
- 8 years of experience in documenting process flows and standardizing process flow improvements by conducting data collection and meetings with subject matter experts.
- 8 years of experience in preparing specifications for data input/output processes and resolving complex data-related issues.
- 8 years of exceptional oral and written communication skills.
- 8 years of knowledge of current IT industry trends and market insights.
- 8 years of experience in architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure.
Preferred Requirements:
- 2 years of experience with Texas DIR Project Delivery Framework and document templates.
- 2 years of familiarity with Agile Scrum methodology.
- 2 years of experience with SaaS model EHR systems and cloud data migrations.
- 2 years of experience in regulatory compliance and data security related to healthcare data.
TERMS OF SERVICE:
- Start Date: 03/10/2025
- End Date: 08/31/2025
- Total estimated hours per Candidate: 1096 hours
- Work Location: 4601 W Guadalupe St, Austin, TX 78751 (Hybrid: 4 days remote, 1 day onsite – Wednesdays)
- Work hours: Monday to Friday, 8:00 AM to 5:00 PM (excluding State holidays)
OTHER SPECIAL REQUIREMENTS:
- Travel, per diem, parking, and living expenses are at the Candidate’s or Vendor’s expense.
- Candidate may be required to work outside normal business hours, including weekends, evenings, and holidays, with prior approval.
- Interviews will be conducted via Microsoft Teams.
