I. DESCRIPTION OF SERVICES
The position is for a Project Manager 2, referred to as the Candidate(s), who meets the qualifications and specifications outlined in this document. The work will be performed under the guidance of the hiring agency, and all work products will be considered "works made for hire" and are the property of the agency. This role requires the Candidate to undergo criminal background checks as per applicable state law. The agency will not pay for interviews or discussions during the selection process.
Key Responsibilities:
- Plan, budget, oversee, and document all aspects of the assigned project(s).
- Work independently or as part of a team to ensure the successful completion of the project.
- Manage project plans, document risks, issues, and contingency plans, ensuring that issues are resolved and project barriers are cleared.
- Facilitate meetings and problem-solving sessions to identify and implement process improvements.
- Oversee the development of SDLC artifacts, ensuring business requirements are translated into technical specifications and guiding the SDLC process.
- Develop and maintain relationships with project sponsors and stakeholders.
- Summarize and escalate issues as needed, and provide weekly status updates to the team.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
- 3 years of experience in managing projects with implementations across large organizations, including developing project plans and managing risks and issues.
- 3 years of experience in researching, analyzing, and devising solutions to complex problems, preparing concise reports, and prioritizing information.
- 3 years of experience in mapping business processes, identifying improvements, and facilitating meetings and group problem-solving.
- 3 years of experience in overseeing the development of SDLC artifacts and ensuring proper translation of business requirements into technical specifications.
- 3 years of experience in maintaining relationships with project sponsors and stakeholders, with strong communication, presentation, and teamwork skills.
- 3 years of experience in summarizing issues, presenting weekly status updates, and conducting regular team meetings.
- 3 years of experience implementing agile methodologies for project management, particularly in large organizations or government agencies.
- 3 years of Agile (Scrum) experience, managing feature-driven sprints and overseeing project development progress.
- 1 year of experience with PMP certification (preferred).
- 1 year of experience from an accredited four-year college or university (preferred).
II. TERMS OF SERVICE
- Services are expected to start on 03/10/2025 and complete by 08/31/2025. Total estimated hours will not exceed 1816 hours.
- The contract may be amended, renewed, or extended by mutual agreement in writing.
IV. WORK HOURS AND LOCATION
- Normal business hours: Monday through Friday, 8:00 AM to 5:00 PM (excluding state holidays).
- The primary work location is at 701 W 51st Street, Austin, TX 78751.
- The position will be Hybrid: 4 days remote, 1 day on-site (Mondays).
- Travel, per diem, parking, and living expenses are at the Candidate's or Vendor's expense unless pre-approved.
- The Candidate may be required to work outside normal business hours on weekends, evenings, and holidays, with prior approval. Overtime will be compensated at the hourly rate.
V. OTHER SPECIAL REQUIREMENTS
- Interviews will be conducted via Microsoft Teams.
- Any Purchase Order resulting from this Request is effective on the date of issuance and expires on the last day of the State fiscal year, unless otherwise stated.
- The Purchase Order may be renewed at the discretion of the agency for up to three one-year optional renewals, subject to the terms and conditions.
