The Prince George's County Department of Health is currently seeking qualified applicants to fill a Program Manager - System of Care Grant (Community Developer 4) position, grade A27, in the Behavioral Health Division.

About the Position:  
This is a program management and administrative-level position, involving the planning, development and implementation of a federally funded grant with multiple initiatives within the Grants and Special Projects unit of the Behavioral Health Division. Work is performed under the general supervision of the Program Manager or Public Health Program Chief and is designed to promote health awareness, disease prevention, and the general wellness of the public. This class of work exercises managerial and supervisory responsibility over direct staff and subordinate professional, paraprofessional, technical, and clerical employees. Contacts are with Health Department staff, young adult clients, parents/caregiver/guardians and other family members, community advocacy groups, schools, juvenile justice, child welfare partners and other health care and social services agencies and professionals for the purpose of planning, developing, implementing, and evaluating grant services and staff, and exchanging information. This position, on occasion, may require evening or weekend work hours and travel for work related activities, meetings, conferences, and community outreach events.

Their mission is to lead, engage, and empower our community to work collaboratively towards disease prevention, health equity, and total well-being. The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.  
  • Oversees all aspects of the grant project including the work of all consultants and sub-contractors
  • Serves as the primary point of contact for the funder and the grant
  • Develops all components of the System of Care (SOC) as outlined in the grant proposal, and individual partner workplans
  • Submits all progress and financial reports to funder at the requested frequency
  • Convenes and co-chair the Advisory Council and the Collaborative
  • Maintains SOC partner bi-directional relations and actively engage new partners
  • Collaborates with the project evaluation team to ensure the project is monitored and evaluation in accordance with established requirements 
  • Leads efforts to engage TAY, families, and providers, with a focus on racial/ethnic minorities, child welfare and foster care-involved individuals to ensure the project addresses health equity and redresses health disparities
  • Leads efforts to enhance the capacity of all local behavioral health providers to deliver evidence-based services through training and technical assistance
  • Works across and within the County systems, and with private and public health and social service providers, to promote the development of youth services
  • Initiates and works to establish necessary interagency relationships and assures the Memorandum of Understanding (MOUs) is in place annually to describe services provided, roles and responsibilities
  • Supervises project operations to ensure the cultural and linguistic competence of the SOC, outreach and marketing and services and equitable engagement of racial/ethnic minority children, youth and families from the target population
  • Works with the Advisory Council, the Collaborative and the Evaluation Team members to obtain, analyze and present data in support of system of care’s sustainability
  • Ensures all SOC staff, consultants, partners and contractors complete relevant trainings, including but limited to HIPAA, cultural competency and diversity, and evidence-based behavioral health training
  • Assures effective management of grant budget, contracts, and purchase orders to include positive communication between grantors, vendors and contracts, and procurement and program monitors as needed, to understand the project, (scope of work, deliverables/performance measures, conditions of awards, awareness of budgets, and review of reports and related invoices)
  • Master's degree in business or public administration, social services, sociology, psychology or other related field(s)
  • Three years of progressively responsible professional technical, analytical and developmental work experience  
  • One (1) year in a lead/ supervisory role.  Please note there is no equivalency for supervisory experience.  

An equivalent combination of education, training, and experience may be considered.
  
 Preferred Qualifications:  
  • The selected Program Manager must reside in Prince George’s County 
  • At least one to three years of clinical experience in the field of Psychology, Counseling or Social Work
  • At least one to three years of grant management experience or one to three years of experience managing complex projects
  • Understands the role of cultural competence in working with the target population, their families, providers, interagency boards and all aspects of project development and implementation
  • Excellent communication and interpersonal skills
  • Excellent writing, speaking, and leadership skills
  • Flexible and able to manage a diverse staff
  • Prefer individual who has worked with similar project and families with the values, goals and practices of the system of care
  • Such specialized training, licensing and/or certification in mental health services or related field as may be required in order to provide adjunctive services, and SOC training and updates, etc.

  • Reside in Prince George’s County 
  • Be willing to work required evening or weekend work hours and travel for work related activities, meetings, conferences, and community outreach events.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency. 
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
