The Prince George's County Department of Social Services is seeking qualified applicants to fill a Continuum of Care Administrator (Administrative Specialist 1G) position, grade G29 in the DSS Transitional Housing Programs Division.

About the Position:
This is an advanced level position, and the incumbent will be responsible for a substantial number of managements, administrative, and
supervisory responsibilities including planning. directing and overseeing the full range of the County's Continuum of Care response system for persons who are experiencing or are at risk of experiencing an episode of homelessness, provides support to the Assistant Director, and serves as a member of the expanded leadership team.

The Prince George’s County Department of Social Services is in the business of providing opportunities for residents of the County to become independent, responsible and stable members of the community. We do this by providing intervention services that strengthen families, protect children and vulnerable adults, encourage self-sufficiency and promote personal responsibility. We assist our customers through such programs as Temporary Cash Assistance, Food Supplement Program, Medical Assistance, Emergency Assistance, and Foster Care and Adoption Service.

Examples of Work

  • Develops and implements the County's Continuum of Care Strategic Plan and direction to all CoC Sub-Committees.
  • Directs and expands the homeless service delivery system; including but not limited to prevention, diversion, street outreach, sheltering, rapid re-housing, permanent housing, and provider diversity and capacity.
  • Leads special CoC initiatives including the Youth Homeless Demonstration Program, Pay for Success, System of Care Expansion, and other system development and expansion opportunities.
  • Coordinates the County's PIT, HIC, AHAR, CAPER, GIW, Performance Measures and other federal, state and local reporting and planning related documents and requirements.
  • Identifies federal, state, local, and private funding opportunities, prepare and submit strong viable grant applications- including the County's annual Coe application to HUD- and implement and oversee all programs resulting from successful submission(s).
  • Directs and oversees all homeless funding, including budgets, expenditures, variances, corrective actions, submission of accurate and timely financial 1reports, development of RFAs, and contract monitoring.
  • Oversees the CoC's advance work on racial equity, LGBTQ , housing first, and inclusion of persons with lived experience at all levels of Coe system operations.
  • Monitors Coe system operations to ensure access, policies, and practices are low barrier, person centered, inclusive, equitable, responsive and fully transparent.
  • Establishes and tracks performance against annual operational strategies including needs assessments, coordinated entry, performance and productivity reviews, capacity planning, cost/benefit analyses; quality control and monitoring, and customer-service standards and user satisfaction surveys.

Qualifications

  • Master's degree in public or business administration, or related field
  • Two (2) years of responsible experience in governmental activities to be specified based upon position assignment;
An equivalent combination of education and experience is also accepted.

Preferred Qualifications:
  • Five or more years of professional experience in homeless and human services programs.
  • Bi-lingula in Spanish/English
  • Experience leading or working in an urban/suburban Continuum of Care (COC)
  • Experience leading equity efforts to improve service design and delivery

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
