The Prince George’s County Department of Family Services is currently seeking qualified applicants to fill a Program Monitor (Community Developer 1A), grade A18/21, in the Children, Youth, and Families Division.


About the Position

The Program Monitor is responsible for tasks related to monitoring components of assigned program contracts funding from the Governor's Office, MSDE, and County General funds. Responsibilities also include serving as a conduit providing information and referral, community outreach, technical assistance and resource development for the Children, Youth and Families Division (CYFD) and the Department of Family Services. In addition, the position is responsible for the development and preparation of assigned contracts and monitoring/tracking the status for approval through the County process.

The Department of Family Services improves the quality of life and overall well-being of the communities by providing information, assistance and referrals, as well as promoting and developing high quality, innovative programs that educate, empower, respect choice and preserve dignity. The department is responsible for providing assistance to some of the County’s most vulnerable citizens – children, families, victims of domestic violence, people with intellectual and developmental disabilities, veterans, and seniors. The department is comprised of three divisions that serve the aging and disabled, victims of domestic violence, as well as children, youth and families in need of support and resources.

Examples of Work



  • Monitors Program Operations: oversees the day-to day operations of a program.
  • Identifies barriers to services and make recommendations.
  • Coordinates data collection, evaluation, and tracking activities for fiscal and programmatic compliance using the Scorecard and Results-based accountability.
  • Develops comprehensive and specific Scopes of Services providing measurable outcomes, specifying service standards and other terms of agreement to achieve Systems of Care objectives.
  • Meets with service providers to provide technical assistance and negotiate over issues such as service targets, performance measures, fiscal items, county forms, and attachments i.e., Certification of insurance).
  • Performs community outreach staffing resource tables at community events to include evenings and weekends to inform the community of services available through the Division and Department of Family Services.
  • Develops and implements a process for continuous monitoring the status of CYFD contracts.
  • Reviews fiscal forms for accuracy, completeness, and correct format prior to submission.
  • Establishes and maintains working relationships with contract providers.
  • Provides technical assistance and training to grantees to improve service delivery and for quality assurance.

Qualifications



  • Bachelor's Degree with major course work in business or public administration, social service, sociology, psychology, or other fields
  • Responsible work experience which includes coordination of group activities, preferably including work with disadvantaged individuals
An equivalent combination of education and experience may also be accepted

Preferred Qualifications:
  • Master's degree in the behavioral sciences, human services or social services fields

  • Six (6) months of supervisory experience

  • Child welfare experience and knowledge

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
