About the Position
This is professional program management work performed in conjunction with the administration of the Clean Water Partnership (CWP) in the Department of the Environment's Stormwater Management Division. The CWP is a long-term community-based public-private partnership (CBP3) that designs, builds, operates, maintains, and finances stormwater infrastructure projects. The incumbent provides essential management, administrative and technical support to the Senior Program Administrator. Work is performed under general supervision and performance is evaluated in terms of the overall contribution to achieving the Stormwater Management Division's performance goals.

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).
Examples of Work
- Provide support to Senior Program Administrator on key management, administration, oversight, and implementation of the Stormwater Management Division's Clean Water Partnership (CWP) program.
- Initiates program management control mechanisms to ensure regulatory compliance and the management and administrative functions of the Division's operations and Federal / State Clean Water Act / NPDES MS4 permit regulations.
- Establish and implement effective strategies to secure compliance with county's NPDES permit, and Department and Division objectives for water quality restoration and drainage improvement and flood control programs.
- Provide general management, administration, and technical support to the Senior Program Administrator in the identification of grant, loan and other program and project funding opportunities, including the preparation of applications, legislation, funding appropriation, loan underwriting and closing, budget and reimbursement requests, funding closeouts, and data management.
- Manage the tracking of CWP performance metrics, e.g., production, schedules, cost, and project scope.
- Provide review and support to ensure contracts, submittals and documents comply with the latest statutes and regulations (Federal, State and County).
- Provide support to the Senior Program Administrator with the development of the Division's operating and capital budgets.
- Assist the Senior Program Administrator in the preparation and implementation of various contractual components, including annual plans for design, bid build stormwater projects, and operations and maintenance plans for 500 stormwater assets, social and economic development programs, program performance progress, covenants and easements, and surety requirements.
- Provide support for the administration of the CWP's Escrow Accounts, including the preparation and implementation of agreements and amendments, guaranty administration, escrow deposits, disbursements and investments, and account reconciliation.
- Supervise lower-level professional, para-professional, and technical personnel engaged in the preparation of program and project reports and documents required for the design, construction, maintenance and operation of stormwater management, flood, and other special projects.
- Represent the division, department and county at conferences and meetings with citizens, elected officials and municipals, State, Federal and other governmental agencies.

General Plan Information :
The Prince George's County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and / or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
