Designs, develops, and coordinates the delivery of strategic organizational development efforts aligned with long-term strategic plans. Works collaboratively with senior-level staff to positively impact instruction and improve employee learning through high-quality, relevant professional development opportunities. Assists in ensuring Prince William Water-wide learning and development is impactful and aligned with annual goals, priorities, and the strategic plan. Demonstrates a commitment and supports a culture of diversity, equity, and inclusion.
  • Assist HROD management with the design and development of Prince William Water’s learning and organizational development programs to foster and support the ongoing vision, strategic plan, and operational objectives.
  • Evaluates and provides recommendations regarding Prince William Water’s organizational development and training programs to the Director of People & Talent.
  • Identify and assess learning and organizational needs based on research, discussions, and observations.
  • Author and organize learning systems, procedural manuals, and supporting documentation for training programs and systems following ISD requirements.
  • Conduct and manage leadership development program, including facilitation, training, and coaching; provide coaching services to management and non-management personnel.
  • Oversee and guide the development of courses, including but not limited to audio-visual materials, instructor selection, and the development of participant guides and lesson plans.
  • Evaluate feedback and analyze training results, including return on investment (ROI) and learning effectiveness in employee performance, and recommend improvements as required.
  • Conduct organizational needs assessments to identify skill and knowledge gaps that need to be enhanced or addressed.
  • Assess the effectiveness of learning and development programs delivered by outside consultants and provide feedback and recommendations for improvement. 
  • Lead the annual Prince William Water-wide training needs assessment process to identify all required learning and development and plan the procurement, instructors, communication, delivery, and budget. Manage and monitor the department training budget.
  • Oversee logistical arrangements for instructor-led training (vendors).
  • Assist HROD management with OD projects such as succession planning, leadership development, career pathing, etc.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.
Essential Competencies:
  • Work independently without supervision. 
  • Must be passionate about creating a "Learning Culture" within the organization.
  • Communication skills are essential: one must be a poised, confident, and engaging presenter of various topics, both around operational tasks and soft skills, as training needs dictate. 
  • Ability to supervise staff including, but not limited to, planning, organizing, scheduling, training, reviewing work, providing feedback, approving timesheets, and conducting performance evaluations.
Minimum Education and Work Experience:
  • Bachelor’s degree in Organizational Development, Human Resource Management, or a related field.
  • Five or more years of related experience developing and delivering training.
  • Or a combination of education and experience described above.
Required Licenses/Certifications and Other Special Requirements:
  • None.

  • Supervises and directs the work of others.

The work requires the ability to speak clearly and to see and hear clearly with or without correction. Work is subject to frequent interruptions and inflexible deadlines.
  • Work environment: Primary work is performed indoors in a standard office environment. The noise level in the work environment is usually moderate.
