About This Position

Program Manager, NAVFAC Training Support Agency

Professional Analysis, Inc. (PAI) is seeking a Program Manager with experience in Navy Manpower, Personnel, and Training (MPT) requirements analysis, planning, acquisition, and learning content development and delivery in support of Sailor 2025 (S2025) Ready Relevant Learning (RRL) and Career Long Learning Continuums (CLLC). This position is the principle RRL/CLLC Master at Arms (MA) rating advisor and consultant to Naval Facilities Engineering Systems Command (NAVFAC) Training Support Agency (TSA) and Training Systems Program Office (TSPO) at Port Hueneme, CA.

Responsibilities

  • Focus on training modernization for S2025 RRL MPT strategies to restructure and modularize current United States Navy MA apprentice to journeyman and master level training so training is delivered when needed over a career continuum.
  • Prepare, plan, and schedule initiatives utilizing U.S. Fleet Forces (USFF) S2025 RRL guidelines, establishing mid and long-range milestones and objectives.
  • Utilize applicable DoD and Navy regulations such as OPNAVINST 1500.76, Naval Training Systems Requirements, Acquisition and Management, and S2025 RRL Process Manual business rules, practices, methods, and techniques to perform special projects and administrative duties and Navy Training System Plan development related to RRL.
  • Coordinate support for RRL initiatives among other staff directors with their respective warfare or mission areas, including collaboration with senior military officers (O5/O6) and senior civilians (GS-14/GS-15) at OPNAV, NAVFAC, USFF, Type Commanders, Naval Education and Training Command, and Center for Security Forces.
  • Review, analyze, and prepare written reports on RRL/CLLC MA rating review analyses, training content realignment, rating domain analyses, learning analysis outcomes, content conversion recommendations, and learning strategy selection.
  • Prepare and conduct briefs, develop point papers, draft functional requirements and training system acquisition documents, adjudicate stakeholder comments, compose correspondence, and provide recommendations to ensure compliance/agreement with doctrine, policy, instructions, and guidance to develop alternative approaches to minimize costs associated with training system acquisition in support of RRL initiatives.
  • Serve as the primary integrator with various supporting SYSCOMs charged with procurement, fielding and sustainment for MA materiel supporting RRL and Career Long Learning Continuum.
  • Using customer provided materials, reference guides, technical manuals and publications support the development of requirements leading to contract actions that deliver performance support videos covering expeditionary Personnel Qualification Standard requirements, equipment maintenance, troubleshooting and repair videos that enhance Sailor technical skills.
  • Prepare, plan, and schedule initiatives utilizing TYCOM prioritized requirements as derived from the annual work plan supporting U.S. Fleet Forces (USFF) CLLC efforts. Working with TYCOM and other stakeholders support the development of short-mid-long-range milestones and objectives that enable successful project execution.

Required Qualifications

Minimum 5 years professional experience in:

  • Master at Arms or Naval Security Force operations, materiel management and training requirements.
  • Applying DoD, SECNAV, OPNAV, and Naval Education and Training regulations and policies affecting MPT analysis, design, development, implementation, and evaluation.
  • Directing, planning, or administering Force Training requirements (e.g., restructuring and/or replacing current curricula for Sailor career continuums, identifying training gaps and recommending corrective action) supporting the sustainment of a life-long learning program.
  • Experience using database driven tools such as Human analysis Requirements Planning System (HARPS) and Fleet Training Management Planning System (FLTMPS).
  • U.S. Citizen
  • Must be able to obtain a security clearance

Preferred Qualifications

  • Master’s degree or equivalent experience in management, business, or logistics field is preferred.
  • Executive level writing.
  • Travel is required
