Overview:
Seeking a skilled and experienced Project Management Specialist to support a critical IT project in partnership with the Agency of Human Services and the Department of Mental Health (DMH). This is a part-time opportunity requiring between 10 to 20 hours per week for an estimated 8-month implementation timeframe. The project involves the implementation of an Electronic Residential Care Management solution. The ideal candidate will have a strong background in managing similar projects, preferably within the public sector and with experience in hybrid project management methodologies.
Responsibilities:
- Manage project activities throughout the project lifecycle, adhering to the ADS EPMO hybrid agile approach, which includes formal phases of discovery, requirements gathering, approvals, and procurement, while also promoting iterative development and feedback cycles.
- Develop and maintain comprehensive project documentation, including project plans, schedules, risk assessments, and status reports.
- Utilize Azure DevOps and Microsoft Office products (v2007 or newer, including Word, Excel, Project, Visio) and Adobe PDF or other formats acceptable to the State to manage project deliverables.
- Ensure that project deliverables are completed on time, within budget, and to the required quality standards, following the Project Management Institute s (PMI) Project Management Body of Knowledge (PMBOK) Guide.
- Manage project communications and provide regular updates to stakeholders, including State personnel, IT staff, and a third-party vendor.
- Facilitate project meetings, presentations, and check-ins, which may include both in-person and virtual formats.
- Identify potential project risks and develop mitigation strategies.
- Manage vendor relationships and ensure that their deliverables are aligned with project requirements.
- Manage projects with phased implementations, multiple business units, vendors, and consultants.
- Balance the need for system customization with system maintenance and sustainability.
- Be available for interviews either in person or via phone as requested by the State.
- Manage project financials, including tracking costs and ensuring adherence to budgetary constraints.
- Be prepared to provide presentations of the project plans to stakeholders.
- Be prepared for on-site work if required by the State of Vermont.
- Comply with all State of Vermont requirements for confidentiality, data protection and non-disclosure agreements.
Required Qualifications:
- Project Management Professional (PMP) Certification required.
- Minimum of 3-5 years of experience managing large Government IT projects.
- Expertise in managing projects using a hybrid approach of waterfall and agile best practices.
- Considerable knowledge of business analysis methods and their application.
- Experience managing projects for system replacement and/or upgrade.
- Experience with projects involving phased implementations, multiple business units, vendors, and consultants.
- Proven ability to manage multiple projects simultaneously and meet deadlines.
- Strong communication, interpersonal, and stakeholder management skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio) and Azure DevOps.
- Experience with project documentation, risk management, and change management.
- Ability to manage work independently and as a part of a team.
Preferred Qualifications:
- Experience with childcare IT solutions.
- Familiarity with State of Vermont procurement processes.
- Experience working with third-party vendors in a government setting.
Additional Information:
- This is a part-time contract position with an estimated duration of 8 months, requiring 10-20 hours per week.
- The project operates in accordance with the State of Vermont s policies and procedures.
- Work location is flexible, but resource must be prepared for potential on-site meetings, presentations or interviews in Vermont, as required by the State.
- Availability during EST business hours for better coordination and collaboration with state personnel.
