POSITION OVERVIEW
The Assistant Director for Outreach Services will oversee the implementation and administration of outreach programs that serve diverse populations, including those in need of harm reduction, social support, and health-related services. The Assistant Director will lead a multidisciplinary team to ensure the successful delivery of evidence-based, trauma-informed, and culturally competent services across all outreach initiatives. This role also includes key administrative responsibilities such as staff oversight, generating reports, budget oversight, and ensuring overall program efficiency and compliance.
KEY ESSENTIAL FUNCTIONS
- Lead and manage daily operations of all Outreach Department programs.
- Develop and implement outreach and engagement strategies by analyzing surveillance data to identify unmet healthcare needs within the community.
- Establish and foster partnerships with Community-Based Organizations to create referral sources and maximize coordination between Primary Care and Acacia Network to ensure seamless access to services.
- Assist in preparing and finalizing comprehensive monthly and quarterly Board reports, detailed programmatic narratives for grant funders, and strategic communications for key stakeholders, ensuring accuracy, clarity, and alignment with organizational goals.
- Solicit, prepare, and submit grants and budgets for new funding opportunities to enhance outreach programs and support vulnerable populations.
- Recruit, supervise, manage, develop, and evaluate program staff performance, including grant-funded and outreach staff, in alignment with performance standards (excluding clinical staff).
- Collaborate with HR to develop professional growth plans for staff, manage employee relations, provide performance improvement plans, and administer disciplinary actions, up to and including terminations, as required.
- Analyze program data routinely in collaboration with the QI team to drive performance, implement quality improvement initiatives (PDSAs), and achieve both internal and grant-related goals.
- Develop and maintain relationships with funding sources at local, state, and federal levels to sustain and expand outreach services.
- Manage administrative functions, including timekeeping, payroll approvals, staff scheduling, budget tracking, and report generation.
- Plan and oversee outreach activities, including the distribution of harm reduction tools, social support services, and educational resources.
- Ensure compliance with workplace policies, including OSHA, HIPAA, and harm reduction best practices.
- Responsibility for and oversight of outreach van(s) operations including van staffing schedule/coverage, ensuring strict adherence to vehicle oversight policies, including routine maintenance scheduling, mileage tracking, fuel usage monitoring, and compliance with all safety protocols. This includes conducting regular vehicle inspections, maintaining accurate service records, ensuring proper driver documentation, and addressing any vehicle-related concerns to optimize safety and efficiency.
- Serve as a backup driver for the vehicle when needed.
- Undertake special projects and assignments as directed.
REQUIREMENTS
- High School Diploma required, BA preferred
- Valid Driver's License Required
- Bilingual English and Spanish required
- 2 to 3 years of supervisory experience
- 2 to 3 years of experience working with marginalized populations (people who use drugs, sex workers, mentally ill, homeless, and/or formerly incarcerated)
- Pragmatic and competent problem solving and conflict resolutions skills
- Able to conduct street-based and park-based outreach; physically able to climb stairs.
- Ability to communicate effectively both verbally and in writing
- Must have computer proficiency including but not limited to Microsoft Office
- Ability to build relationships with clients, service providers and other programs within the community
- Ability to handle confidential information with discretion and integrity
