Overview
This is specialized technical work in the appraisal and examination of deeds for all types of property for Ad Valorem taxation.
Employees in this class are responsible for examining deeds and legal descriptions for all parcels to ensure the tax roll reflects accurate and pertinent information for purposes of ad valorem taxation. Duties include compiling necessary records, examining deeds, reviewing legal documents, court cases, plats, resolutions, and legal descriptions.
Work is performed in accordance with generally accepted appraisal methods and techniques, departmental procedures, and legal requirements governing tax assessment. Supervision is received from a technical superior who reviews work after completion for accuracy and thoroughness.
Required Skills and Qualifications
Bachelor's degree in Business Administration, Real Estate, Accounting, Finance, or a related field; or a high school diploma or GED and two years of experience in property appraisal, real estate sales, abstracting title, and analyzing complex legal descriptions and completion of three required or accepted substitute courses towards a CFE designation.
Key Responsibilities include but are not limited to the following:
- Process land splits and grouping actions.
- Examines all records pertaining to parcel(s). including land, building, zoning classification, legislative resolutions, variances, deed restrictions, special permits, and folios to make determinations as to whether a parcel is to be changed and assessed based on deeds, right-of-way deeds, resolutions, and zoning resolutions.
- Performs mathematical computations to determine parcel dimensions, including land and building values.
- Reviews and shares information with assessing district specifics on documents that could affect land and building value.
- Edits parcel and zoning layers in the Geographic Information System (GIS) database
- Conducts research and examines titles to establish ownership.
- Explains specifics to property legal descriptions, surveys, plats, waiver of plats, land dimensions with attorneys, surveyors, title companies, banking agencies, constituents, Counties and Municipalities.
- Performs various duties related to completion of the annual tax roll.
- Performs related work as required.
