Position Summary 

The HR Manager plans, manages, and implements policies for all areas of the human resources function including staffing, compensation, benefits, training, employee relations and compliance. Administers and innovates human resources programs and policies to support company goals and positively engage the workforce. This is a hands-on position as well as a management position.

 

Essential Functions

  • Acts as the initial point of contact for employees on all HR matters, responding in a timely fashion and effectively communicating pertinent information
  • Partners with the management team to understand and execute PCA’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning
  • Provides support and guidance to supervisors and management when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Oversee the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings.
  • Develops, prepares, generates and analyzes ongoing and ad-hoc special reports pertaining to employee personnel information and data, including issues such as benefits costs, staffing levels, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc. Effectively uses systems to obtain, store and analyze pertinent data and information. 
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Obey all safety rules, use caution in work activities, and continuously practice safe behaviors.
  • Immediately report unsafe conditions/behaviors and work-related injuries to site supervision.
  • Performs other duties as assigned.

 

Education and Experience

  • 5 years of progressively responsible experience in human resources required.  
  • Bachelor’s degree or higher in human resources or related field preferred or equivalent experience
  • Proven ability to excel in a fast-paced environment and adapt to constantly changing situations while maintaining composure
  • Ability to work autonomously with limited direction 
  • Excellent follow through and follow up 
  • Exceptional attention to detail and organizational skills 
  • Excellent verbal and written communication skills
  • Thorough understanding of state and federal employment law. 
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks, delegate as appropriate and meet deadlines 

 

Physical Demands 

  • Digital dexterity and hand/eye coordination in operation of office equipment, including PC
  • Light lifting and carrying of files, supplies, etc.
  • Ability to speak and hear customers, vendors, and other employees via phone or in person 
  • Body motor skills sufficient to move from one office location to another        
  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift to 30 pounds at times.
