POSITION PURPOSE:
The District Manager is responsible for overseeing the administration, operations, and governance of multiple metropolitan districts. This role serves as the primary liaison between the Board of Directors, residents, and service providers. Key responsibilities include managing district finances, vendor contracts, Board meetings, compliance requirements, and community services. The District Manager ensures that all district operations align with statutory regulations, Board directives, and resident expectations.

JOB DUTIES AND RESPONSIBILITIES:
Board Relations & Governance
- Serve as the primary liaison to assigned District Boards, ensuring consistent and professional communication.
- Participate in the preparation of Board meeting agendas, packets, and minutes in accordance with statutory requirements.
- Facilitate and lead Board meetings, including presenting updates, delivering reports, and guiding discussion on action items and recommendations.
- Support Board election processes, including coordination with the Designated Election Official (DEO), candidate communication, and legal compliance.
- Maintain district records, contracts, and governing documents to ensure transparency and compliance.
Financial Oversight & Vendor Management
- Collaborate with finance teams to develop, monitor, and report on district budgets, tax assessments, and financial performance.
- Review and approve monthly invoices to ensure accuracy and timeliness.
- Manage service contracts for core district functions such as landscaping, trash, utilities, and amenity maintenance.
- Review and negotiate vendor agreements to ensure alignment with district objectives and fiscal responsibility.
District Operations & Compliance
- Oversee the delivery of maintenance and operational services across assigned districts, ensuring vendor accountability and performance.
- Ensure compliance with Title 32 and other applicable laws governing Colorado Special Districts.
- Manage and support capital projects and infrastructure improvements, including planning, budgeting, and execution.
- Ensure covenant enforcement is effectively carried out by the team and aligned with district standards.
- Travel to districts to perform occasional site visits or meet with vendors.
Community Engagement
- Serve as a key point of contact for residents, addressing inquiries and concerns with professionalism and efficiency.
- Lead or support public communications efforts, including newsletters, email updates, and website content.
- Work closely with community stakeholders to understand priorities and promote transparency.

REQUIREMENTS:
- 3-5 years of experience in special district management, municipal administration, homebuilder or community developer, homeowner association management, or a related field.
- Strong understanding of Colorado Special District governance and statutory requirements.
- Exceptional organizational skills and the ability to manage multiple projects and deadlines.
- Strong financial acumen with experience managing budgets, contracts, and financial reporting.
- Excellent communication skills, both written and verbal, with the ability to present to Boards and stakeholders.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Strong problem-solving and conflict resolution abilities.
- Ability to work occasional evenings for Board meetings and special events.
- Valid driver’s license, vehicle insurance, and clean driving record.

Pay: $80,000.00 - $120,000.00 per year
