Position Summary

Center for Immigrant and Refugee Health (CIRH), a center of PHI, was established in response to the humanitarian and healthcare needs of refugee and immigrant populations and focuses on improving the health and well-being of refugee and immigrant populations in California and throughout the United States. CIRH's Afghan Refugee School Impact Support to School (ARSI S2S) and Ukrainian Refugee School Impact (URSI) coordinate services to newly arrived refugee youth and families from Afghanistan and Ukraine. In partnership with local education agencies and community-based organizations, CIRH engages and connects refugee youth and families with available resources, providing them the support they need to succeed academically and socially.

The Financial Analyst II will provide financial forecasting, budgeting, and reporting for CIRH. The incumbent will support the Program Administrator with the development of tools, metrics, and reports to provide critical operational information to CIRH Leadership, Funders and PHI. The Financial Analyst will also work with various stakeholders to ensure timely invoicing, disbursing, tracking, and monitoring of the program budgets. The Financial Analyst II will report to the Program Administrator III.

This is a remote, regular full-time position that is required to work during the core business hours for the Pacific Time zone. The incumbent may be required to travel up to 10% of the time to project sites, the Sacramento or Oakland office, or CIRH convenings in California. Candidates based in California are strongly preferred.

Full salary range for this position: $77,625 to $112,620 per year. The typical hiring range for this position is from $77,625 (minimum) to $95,123 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.

Essential Duties & Responsibilities
  • Provide fiscal management support to the Program Administrator, including providing information for and helping to prepare financial reports in an accurate and timely manner.
  • Assist with the maintenance of Excel budget spreadsheets for expenditure tracking and forecasting.
  • Perform routine analysis to research problems, reconcile discrepancies, and compose correspondence.
  • Collaborate with Program Administrator to maintain systems to monitor budgets, expenditures, and financial projections.
  • Provide analysis of trends and forecasts and recommend actions for optimizing available funds for grants and other funding.
  • Assist with preparation for bi-monthly budget meetings.
  • Analyze and initiate general journal entries, budget line-item transfers, no-cost extension requests.
  • Assist with CIRH procurement and invoice processing, including verifying appropriate expense coding and authorization for expenditures. Research, compile and prepare appropriate procurement documentation for CIRH vendors.
  • Assist in managing year-end spend down of remaining contract funds.
  • Provide support with monthly and quarterly subcontract invoices. Review and reconcile discrepancies directly with subcontract representatives. Provide input for monthly subcontract reports to funder and process payments.
  • Review contract terms to ensure familiarity with funder guidelines including invoice and budget requirements.
  • Support the budget liquidation task force established by PI to ensure that all subcontractors meet project milestones, invoice deadlines, and PHI processes to qualify for reimbursement. This also includes review of funder guidelines and policy letters to ensure CIRH can meet its budget liquidation timelines.
  • Travel up to 10% of the time to project sites, the Sacramento or Oakland office, or CIRH convenings in California.
  • Perform other duties as assigned.

Minimum Qualifications
  • 4 years of financial, accounting, budget, and/or other related experience.
  • Bachelor's degree in accounting, finance, business or related field, or substitute with four additional years of relevant experience.

Other Qualifications
  • Experience in financial planning, reporting, and analysis; with knowledge of finance policies, practices, and systems.
  • Ability to gather, organize, and perform financial analysis assignments with limited supervision.
  • Excellent math skills.
  • Strong reasoning and analytical skills.
  • Proficient in the use of Microsoft Excel and common desktop/web applications.
  • Ability to handle multiple projects and prioritize projects with short deadlines.
  • Excellent verbal and written communication skills.
  • Ability to travel up to 10% of the time to project sites, the Sacramento or Oakland office, or CIRH convenings in California.
