Position Summary
The Right From The Start (RFTS) program at the Oregon Public Health Institute provides technical support and professional advancement resources for African, African American, and Black childcare / preschool providers, traditional health workers, and early life professionals to produce optimal education and health outcomes for African, African American, and Black children ages 0-6 in the Portland Metropolitan area.
The Project Manager will directly assist the Program Manager in all responsibilities relating to the implementation of the neurodiversity trainings, support groups and technical support. The primary purpose of this position is to provide program leadership and administration within a variety of RFTS strategies and initiatives with a special focus on neurodiversity. Integral to this position will be the monitoring of budgets and grant-related expenses and overseeing project planning and implementation. The Project Manager will report grant activities, updates on projects, opportunities, and accomplishments. The Project Manager will lead curriculum development, deliver trainings, manage family support groups and other activities as assigned. The Project Manager will report directly to the Program Manager and work within the RFTS team to achieve goals and implement activities.
This is a time-limited, part-time 50% FTE position with a schedule of 20 hours / week. This position is expected to end on December 31, 2025, with a possibility of extension dependent on funding availability. At PHI, a time-limited position is defined as regular employment with an expected end date of no more than one year from the beginning of the position. In rare circumstances, time-limited positions may be extended (e.g., when additional funding is available) to a maximum total length of up to eighteen (18) months from the start of the employee's original time-limited position.
This is a hybrid position that is required to travel in the Portland Metro area. Some other in-state and / or out of state travel may be required.
Full salary range for this position : $77,625 to $112,620 per year, based on 100% FTE. The typical hiring range for this position is from $77,625 (minimum) to $95,123 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.
Essential Duties & Responsibilities
- Engage in organizational development activities including but not limited to : Strategic planning, marketing, research and analysis of funding opportunities, and proposal writing.
- Write progress and final reports as requested by funder and organization.
- Research, develop, and implement training objectives and activities.
- Assess and provide technical assistance to project partners on training and leadership development objectives including online resource sharing.
- Coordinate planning and implementation of events.
- Interpret policies and procedures to properly administer key projects and provide direction to staff and partners. Ensure that all measures comply with organizational standards and procedures.
- Assist Program Manager and Deputy Director in managing and tracking project budgets and grant-related expenses based on Funder requirements.
- Implement and manage the day-to-day operational aspects of assigned grant workplans in compliance with contract / grant.
- Assesses operational gaps and makes recommendations to Program Manager.
- Communicate project scope with all stakeholders.
- Track relevant project data including online tracking forms and data systems. Produce communications documents in collaboration with RFTS team.
- Provide support to Program Manager in coordinating all grant or contract project functions.
- Conduct and comply with all evaluation requirements both internal and external.
- Participate in a variety of committees and community networks as assigned.
- Perform other duties as assigned.
