Public Partnerships LLC (PPL) will serve as the New York Statewide Fiscal Intermediary (FI) for the Consumer Directed Personal Assistance Program (CDPAP) beginning in 2025. PPL has been an FI since 1999, supporting individuals with disabilities or chronic illnesses and aging adults to remain in their homes and communities through consumer-directed care.
The Operations Integration Manager (Partner focused) for PPL and CDPAP is responsible for overseeing relationships between Facilitator Liaisons, CDPAP Facilitators, Managed Care Organizations (MCO), and other stakeholders. This role ensures effective communication, compliance, and coordination to support the delivery of high-quality, consumer-directed personal assistance services.
The ideal candidate will have extensive experience working with NY Medicaid consumer directed care agencies, including organizations which manage business operations, human resources, payroll, and compliance responsibilities for consumer-directed care personal assistants. Candidate should also have a strong background managing relationships with complex and matrixed stakeholder groups. The role will focus on developing and maintaining strong partnerships with facilitator staff and leadership, providing strategic support, and driving successful outcomes. The Operations Integration Manager will also utilize strong organizational, communication, and presentation skills to ensure that all objectives are met efficiently and effectively.
Duties:
- Oversee relationships between the Facilitator Liaisons, CDPAP Facilitators, and Managed Care Organizations (MCOs), fostering strong connections with both leadership and staff members of these entities.
- Act as a trusted advisor to CDPAP Facilitators, Facilitator Liaisons and other stakeholders providing business operations guidance and support to address issues, challenges, and opportunities.
- Communicate complex information clearly and effectively to various audiences, including internal teams and external partners.
- Prepare and deliver presentations to Facilitator community articulating program objectives, performance metrics, and key updates.
- Ensure that Medicaid programs are managed in compliance with applicable regulations, including federal and state guidelines.
- Monitor program performance and work with Facilitators to implement strategies that improve outcomes and member satisfaction.
- Leverage strong organizational skills to maintain detailed records, track program performance, and generate comprehensive reports for management.
- Deploy a culturally sensitive approach when interacting with diverse stakeholder groups.
- Promote inclusion and understanding in all communications and program activities, ensuring that services are delivered in a respectful and equitable manner.
- Create materials for training on systems and operational processes, along with conducting training for 5-100 individuals.
Mandatory Qualifications:
- Bachelor’s degree in Business, Healthcare Administration, Public Health, or a related field.
- 5 years of experience in vendor management.
- 5 years of experience managing relationships as a liaison or account manager.
- 5 years of experience Medicaid contracting for Financial Management Services.
- Proven ability to develop and maintain successful relationships with subcontractors.
- Excellent written and verbal communication skills, with the ability to adapt messaging to various audiences.
- Strong presentation skills, with the ability to create and deliver impactful presentations to senior leaders and external stakeholders.
- Ability to deploy a culturally sensitive approach.
- Strong organizational and reporting skills, with proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
