Public Partnerships LLC (PPL) provides helps people with disabilities, chronic illnesses, or other long-term health conditions stay at home and “self-direct” their care. Known as consumer direction in New York, this long-term care model empowers people to take control of who provides their services and where. PPL was selected to be the Statewide Fiscal Intermediary for the New York Consumer Directed Personal Assistance Program (CDPAP) starting in 2025. We will, along with a diverse alliance of service partners across the state, support the delivery of culturally sensitive and disability competent care to CDPAP participants. Duties and Responsibilities:
Manage and develop high-performing teams with a clear expectation of excellence
Interview, hire, onboard, train, guide, supervise and develop a team of Payroll Operations staff
Design and control the Payroll Operations processes ensuring operations are efficient and effective
Delegating ownership and tasks to team members, and scheduling regular check-ins to confirm the integrity and timeline of project / process progression
Manage departmental vendors including selection, monitoring and invoice approval
Verify the integrity of operational measurements, tracking and trending results of team members and direct reports
Manage the tracking, trending and critical analysis of operational metrics to identify the root cause, and provide lean and quality-driven process and resource recommendations to leadership team
Ensure spreadsheets with analytical and performance data around operational metrics are maintained
Capture and identify improvement, automation and standardization opportunities
Proactively and critically analyze escalations and challenge areas of operational teams
Work with cross-functional teams in implementing process and system changes
Prepare / modify standardized Process and Procedures, resources, training, Performance Index, and compliance documents
Interface with internal / external partners at all levels
Develop connections amongst PPL operational departments, including various role and leadership positions
Complete regularly scheduled one-on-ones and check-ins with direct reports to include coaching, development, goal setting, accolades, mentorships, warnings and PIPs when applicable
Create work schedules and make miscellaneous decisions related to direct reports
Project a professional demeanor; maintain a positive attitude and team player orientation
Support functional areas with other duties as assigned.

Significant experience with Microsoft Excel
Moderate experience with Microsoft Office 365 toolset, specifically Word, PowerPoint, Skype
Qualifications:
Education: Bachelor’s degree is required; Advanced work experience within a Payroll Service Bureau role and management in either field would be considered in lieu of a college degree
Experience: 7 years’ management/supervisory experience; Knowledge of Microsoft Office toolset (specifically Word, Excel, PowerPoint); Knowledge of Microsoft Project and/or Visio is a plus; Quick data processing skills is a must
Working Conditions:

Supervisory Responsibility:
Manage staff working in a hybrid environment
5 – 10 direct reports & 25 – 30 indirect reports
Salary Range: $90,000 - $100,000 / annually
