Job Summary
Under the supervision of the Deputy Director of Utility Administration, duties include providing a sustainable and reliable water supply consistent with community values. This position is responsible for protection and development of water rights, water resources planning and strategy, and managing raw water operations and accounting through innovation, collaboration, and operational excellence. Duties also include troubleshooting and analyzing operational problems, planning projects and estimating associated costs. Source water accounting. Develops and implements plans to beneficially use to the maximum extent possible Vets potential water rights that may come into the District’s portfolio through purchases and or leases. Pueblo West’s water rights and leases in compliance with court decrees and agreements.

Essential duties and responsibilities may include, but are not limited to the following:
- Reports to the Deputy Director of Utility Administration or others as directed.
- Prepares cost estimates and planning for projects.
- Source water accounting to include directing source water transfers and exchanges.
- Develops and implements long-term strategies and policies related to the District’s raw water supply system.
- Develops, reviews, and/or approves annual and short-term plans to manage the District’s raw water supplies.
- Manages and plans for available water resources to meet demands through applied knowledge of water rights administration, water law, water supply facility operations, water supply allocation modeling, etc.
- Compiles and analyzes reports, records, and other data to determine current and future water yields, demands and needs using various technology and software.
- Serves as a collaborator, technical resource and educator for and with other departments, external agencies, the community, water commissions, Board of Directors, etc.
- Prepare and deliver presentations, reports and other written materials.
- Attends irrigation company and other water user meetings as a District representative.
- Serve as an irrigation company board member.
- Participates in internal and external meetings pertaining to community and economic development as they pertain to water supply.
- Makes recommendations for purchase of equipment, supplies, and materials.

- Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.
- This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive, professional, and open environment, consistent with the District’s culture.
- Participates in the employee selection process, evaluates employee’s performance, provides regular feedback and participates in quarterly performance alignment conversations.
- Motivates, encourages and develops direct reports where applicable.
- Develops and maintains training program for staff to ensure employee development, growth and engagement where applicable.
- Demonstrates a respectful attitude toward customers, co-workers, elected officials, and supervisors that promotes teamwork, open communication and effective customer service.

Other Duties
- Ability to think systematically, strategically, critically and analytically.
Knowledge
- Knowledge of Colorado water law and water rights administration.
- Knowledge of the Arkansas River Basin and Colorado River Basin water resources systems is desirable.
- Knowledge of water, wastewater, distribution, and collection operations.
Skills
- Strong verbal and written communications, including both basic and technical writing and presentations. Ability to communicate with both technical persons, other District staff, and the general public.
- Establishing effective relationships with District employees, contractors, vendors, attorneys, engineers and State and Federal entities.
Abilities
- Ability to establish and maintain effective working relationships with district staff.
- Ability to communicate with the public, to speak clearly and concisely.
Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)
Education/Certifications Required
- Associates Degree
- Knowledge of water rights administration in Colorado.
- Must possess and maintain valid Colorado Driver’s License.
Minimum Experience Required
- Advanced knowledge of Microsoft Excel and spreadsheets.
Position Type/Expected Hours of Work
- This is a full-time exempt position. Regular organizational business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Actual work schedule must be flexible to balance organizational needs outside of normal business schedule. Work is subject to recurring deadlines and interruptions.

Physical Demands
- Repeated bending, crouching, stooping, walking, lifting and/or climbing may be required.
- The work is mostly sedentary with periods of light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods. May occasionally be required to lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards.
Unusual Demands
- Occasional exposure to hazards; exposure to dirt and soil; temperature extremes and unusual environmental conditions; subject to call back in emergencies.
