JOB SUMMARY: Responsible for assisting departmental supervisor with the day-to-day operations of the office.
ESSENTIAL JOB FUNCTIONS:
- Assists with the oversight and direction of departmental staff.
- Assists departmental staff with verification of information within the computer system.
- Administers and supervises requests for services such as FOI requests or complaints related to the Assessor’s Office.
- Makes copies of maps, deeds, personal property, and real estate assessment records as requested by the public.
- Assists customer service staff with questions concerning payment of personal property taxes and licensing of vehicles and difficult assessments; verifies payment of taxes in the computer system.
- Assists with the resolution of tax assessment and billing issues for customers.
- Answers telephone calls regarding real estate records; directs calls to appropriate personnel or department if additional information is needed.
- Supervises the preparation of credits and debits to adjust for errors in the tax assessment on business personal property accounts; overrides system to correct property inventory and description.
- Makes hiring and disciplinary recommendations to supervisor.
- Coordinates with other departments on special projects as needed.
- Answers questions from staff and the public when problems arise with assessed values on Assessor’s records.
- Assists supervisor with coordinating and scheduling work assignments for all supervised departments.
- Monitors employee attendance and assists with leave approval and reporting.
- Assists all personnel when dealing with unique or complex issues that arise.
- Assists and advises Assessment Specialist I, II, and III as needed.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Performs other related duties as required.
PERSONNEL SUPERVISED: Provides supervision to 3-7 Assessment Specialist III’s in the areas of mapping, real estate records, and reappraisal data collections.
WORKING CONDITIONS: Work performed in a smoking-restricted office environment. Some work is performed outdoors in varying weather conditions.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Comprehensive knowledge of state and local laws, policies, and principles governing the assessment of real estate property for taxation purposes.
- Comprehensive knowledge of the recordkeeping requirements and procedures for real estate deeds and titles.
- Considerable knowledge of state and local laws governing the assessment and collection of special improvement taxes and real estate taxes.
- Good knowledge of basic mathematics.
- Good knowledge of payroll and leave time recordkeeping policies and procedures.
- Ability to record and interpret legal descriptions.
- Ability to compose narrative correspondence.
- Ability to establish and maintain a detailed record-keeping system.
- Ability to communicate effectively in writing.
- Ability to supervise and direct the work of a group of employees involved in real estate recordkeeping.
- Ability to attend work regularly and reliably.
- Skill in the operation of a computer.
- Skill in the operation of a calculator.
PHYSICAL REQUIREMENTS:
- Digital dexterity is necessary for the use of a computer keyboard.
- Visual acuity is needed for gathering data from maps, computer monitors, and legal documents.
- Ability to effectively communicate orally, in person, and by telephone.
- Ability to lift and carry loads up to 25 lbs.
EDUCATION AND EXPERIENCE:
Completion of high school or GED equivalency; considerable experience with abstract work or related real estate records maintenance including some supervisory experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
Must possess or be able to immediately obtain Level IV Senior Appraiser designation from the Assessment Coordination Department.
Regular and reliable attendance is an essential function of this position.
