JOB SUMMARY: Responsible for the installation and maintenance of drainage systems within Pulaski County and snow and ice removal.
ESSENTIAL JOB FUNCTIONS:
- Completes work orders for identified drainage maintenance needs.
- Directs a crew involved with installation and repair of drainage pipes and ditches determining pipe size and ditch size to allow proper water flow.
- Uses a surveying level and rod to shoot grade for use in the determination of drainage pipe size.
- Clears drainage ditches and other water flow areas by removing brush, mud, beaver dams, and other debris.
- Clears snow and spreads salt on County roads by the use of snowplows and salt spreaders.
- Cleans drainage ditches with front-end loaders.
- Installs dry hydrants into rural ponds and other water sources under the direction of the Soil Conservation Agency.
- Supervises a work crew involved with drainage maintenance and right-of-way clearing ensuring work standards are met and safety procedures are followed involving equipment usage and traffic control.
- Maintains records of work completed, number of machine-hours, location of the job, and staff involved with completion.
- Inspects and maintains all vehicles and equipment used by crews.
- Obtains utility line location prior to digging ditches and cross-drain installation.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Performs other related duties as required.
PERSONNEL SUPERVISED: Provides lead supervision to a crew of fifteen including Senior Equipment Operators, Heavy Equipment Operators, Equipment Operators, and Laborers.
WORKING CONDITIONS: Duties are performed in an outdoor environment with frequent exposure to undesirable weather conditions. Careful attention must be exercised with the operation of equipment and the directing of traffic to reduce exposure to injuries. Occasional evening and weekend work is required during inclement weather and other emergencies.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

- Comprehensive knowledge of methods of drainage and flood control.
- Considerable knowledge of the functions, operating capacity, and maintenance requirements of equipment used in road and right-of-way maintenance.
- Considerable knowledge of the safety procedures and practices required for equipment operation and traffic flow control.
- Good knowledge of the techniques of loading and transporting heavy equipment and road construction materials or debris.
- Ability to complete brief narrative and numerical reports.
- Ability to provide direct working supervision to a crew involved with road and drainage maintenance.
- Ability to inspect equipment for proper working order.
- Ability to perform basic maintenance and minor repairs to equipment.
- Ability to remain on call on a 24- hour basis for rotating shifts.
- Ability to use a surveying level and rod to shoot grade in the determination of pipe size needed.
- Ability to attend work regularly and reliably.
- Skill in the operation of medium to heavy earthmoving equipment including the dozer, mower, Rosco flusher trucks, scraper, front-end loader, backhoe, track hoe, track loader, graders, and dump truck.
PHYSICAL REQUIREMENTS:

- Ability to lift and carry loads up to 50 pounds.
- Ability to operate a motor vehicle in the field to conduct bridge inspection.
- Visual acuity is needed to ensure efficient work completion and the safety of citizens and fellow workers.
- Ability to make frequent torso and head turns to monitor the operation of equipment and the location of other workers and traffic.
- Digital dexterity is necessary to push and pull levers, pushbuttons, and turn steering wheels in order to operate the equipment.
- Ability to work in a constant state of alertness and in a safe manner.
- Ability to concentrate for long periods of time.
EDUCATION AND EXPERIENCE:
Completion of high school or equivalency; considerable work experience with the operation of medium to heavy earth moving equipment; some supervisory or leadership experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
