This is a full-time, exempt position that reports to the Planning Manager, or designee. The position reviews land development proposals including development permit application, re-zonings, variances, special exceptions and plan amendments; and preparing and presenting various cases to appropriate boards.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS Interprets and analyzes land development regulations including the Comprehensive Plan.Works with public and private agencies and the general public in all aspects of land development regulations.Initiates and reviews Comprehensive Plan amendments.Meets with developers at the first stage of future development.Review re-zoning, special exception, appeal and variance cases.Conducts subdivision and site plan review.Conducts on site inspections related to the various reviews by driving to sites and sometimes walking the sites.Presents cases to the appropriate boards.Assists in the enforcement of the local flood management program.May be required to assist with emergency support functions (ESF) in the EOC during emergencies or other related emergency duties. (These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as required.) MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of and understanding the fundamental planning and land development regulation principles and applications.Knowledge of growth management issues.Ability to analyze and interpret complex land development regulations.Ability to communicate effectively, both orally and in writing.Ability to read and understand maps, work plans and/or engineering data.Ability to establish and maintain effective working relationships with co-workers, developers, consultants, property owners, and the general public.Skill in the use of word processing and other computer programs.Skill in the interpersonal communications.Skill in time management. EDUCATION AND EXPERIENCE Graduation from an accredited four year college or university with a Bachelor's Degree in Urban Planning, Government, Urban Design, Economics, Social Science, Geography, Statistics or a related field. One (1) year of professional planning experience. (A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.) LICENSES, CERTIFICATIONS, OR REGISTRATIONS Ability to possess and maintain a valid Florida Driver’s License. ESSENTIAL PHYSICAL SKILLS Acceptable eyesight (with or without correction).Acceptable hearing (with or without hearing aid).Ability to communicate both orally and in writing.Ability to access, input and retrieve information from a computer.Ability to sit at a desk and view a display screen for extended periods of time.Ability to work under stress with time constraints. ENVIRONMENTAL CONDITIONS Works inside in an office environment with occasional outside site visits.
