Job Description:
The Qawalangin Tribe of Unalaska is seeking a passionate Tribal Justice Project Manager to lead the development, implementation, and coordination of the Tribe’s Comprehensive Tribal Justice Systems Strategic Planning initiatives. This dynamic role also involves collaborating with the Tribal Victim Services Set-Aside (TVSSA) Program to provide crucial support and advocacy for youth who have experienced trauma, abuse, or violence and support in establishing policies and procedures for the related youth programs and services.
The Tribal Justice Project Manager will report directly to the Director of Grants Acquisition and Management and will work closely with the Culture Director, tribal programs, council members, external partners, and funding agencies to achieve the project’s goals. This is a grant-funded position with an approved period of performance from January 1, 2025, to December 31, 2025. There is potential for transition to a related grant, supporting ongoing related programs and development initiatives, contingent upon funding approval.
- Responsibilities Include:
- Strategic Planning and Coordination:
- Facilitate the Comprehensive Tribal Justice Systems Strategic Planning process.
- Lead regular meetings with the Tribal Planning Team and Justice System Programs to promote collaboration.
- Collaborate with Training and Technical Assistance (TTA) providers to ensure project alignment with grant requirements.
- Assist in developing and implementing individualized plans to address the needs of each youth, including coordinating services such as counseling, medical care, and legal assistance.
- Direct Support:
- Offer emotional support and crisis intervention to youth who have experienced trauma or victimization.
- Serve as a voice for youth in navigating legal, medical, and social service systems to ensure their needs are met and their rights are being protected.
- Data Collection and Analysis:
- Gather and analyze input from stakeholders to identify community strengths, challenges, and needs.
- Support the creation of data-driven strategies to enhance tribal justice systems and youth program.
- Grant and Budget Management:
- Monitor grant compliance, ensuring adherence to Department of Justice (DOJ) guidelines.
- Prepare quarterly and annual progress reports for submission to funding agencies.
- Partner with financial staff to oversee the program budget and expenditures.
- Program Development:
- Develop a comprehensive strategic plan, including law enforcement, courts, traditional practices, and community-based alternatives.
- Address issues such as violent crime, substance misuse, tribal jail programming, victims' rights, juvenile justice, and community reentry.
- Integrate initiatives like a Tribal Action Plan aligned with the Tribal Law and Order Act.
- Community Engagement and Training:
- Educate the community on justice system improvements and wellness strategies.
- Coordinate workshops and training sessions for stakeholders to strengthen local capacity.
- Professional Development:
- Attend required trainings and conferences to stay updated on best practices and emerging trends in tribal justice.
- Other Duties:
- Perform additional tasks as assigned to ensure the project’s success.
- Qualifications:
- Education and Experience:
- Bachelor’s degree in Criminal Justice, Social Work, Public Administration, or a related field. Relevant work experience may substitute for education.
- Minimum of 5 years of professional experience in grants & project management, strategic planning.
- Preferred Qualifications:
- Experience working with tribal communities or in rural settings.
- Knowledge of federal and state regulations related to justice systems and grant compliance.
- Skills and Abilities:
- Strong verbal and written communication skills for engaging diverse audiences.
- Proficiency in Microsoft Office Suite, including PowerPoint for presentations.
- Ability to manage multiple priorities, meet deadlines, and maintain confidentiality.
- Familiarity with tribal cultures and values is highly desirable.
Work Environment Requirements:
- This position involves both office-based work and field visits, requiring flexibility and adaptability. Travel to project sites and stakeholder meetings will be required.
- Must pass a criminal background check.
- Valid Alaska Driver's License preferred.
- Strong work ethic and a positive attitude.
- Alaska based candidate with preference in Unalaska. Will consider the right applicant for remote work with mandatory travel for workshops and conferences.
Salary : $81,956
