Job Summary: This position is responsible for overseeing the planning, execution, and management of temporary base camps in disaster-affected areas. This position involves working closely with emergency response teams, government agencies, vendors, and on-site personnel to ensure seamless operations during disaster relief efforts.
Essential Duties and Responsibilities:
- Oversee the deployment, setup, and operation of base camps, ensuring they meet the needs of the recovery teams
- Ensure all base camps are equipped with essential services, including housing, food service, sanitation, medical support, and power supply
- Coordinate with internal teams, subcontractors, and logistics providers to ensure timely deployment of resources
- Identify potential operational risks and develop contingency plans
- Conduct post-operation reviews to assess effectiveness and implement improvements
- Provide clear leadership in high-pressure environments, ensuring all team members understand their roles and responsibilities
- Train staff for base camp operations
- Resolve operational challenges and conflicts as they arise in the field
- Maintain clear and transparent communication with clients regarding project timelines, challenges, and deliverables
- Ensure all operations align with government contracts, FEMA regulations, and client expectations
- Provide regular status updates and detailed reports on base camp performance
- Ensure all base camp operations comply with OSHA, FEMA, and other regulatory requirements
- Conduct risk assessments and implement safety protocols to protect staff and those using the base camp
- Address and resolve compliance-related issues quickly and effectively
- Establish protocols for emergency situations, including medical response and evacuation procedures
- Identify areas for cost-saving without compromising operational effectiveness
- Other duties as assigned
- Carries out supervisory duties in accordance with the Company’s objectives, policies, and applicable laws. Responsibilities may include but are not limited to: planning, assigning, and directing work, interviewing, hiring, training, evaluating performance, rewarding and disciplining employees, addressing employee concerns, and partnering with HR to resolve escalated employee matters
Education: High school diploma, general education degree (G.E.D.), or related trade school education
Experience:
- Experience managing base camps, temporary housing, or emergency shelters in disaster-stricken areas
- Strong knowledge of FEMA, OSHA, and other disaster response regulations
- Background in military, emergency services, or large-scale logistics is highly valued and can be applied to various aspects of the position
- Familiarity with safety regulations, i.e., OSHA or DOT, and site-specific policies and requirements
- Leadership or supervisory experience in managing teams and daily operations
- Knowledge of heavy equipment, fleet management, and materials handling
- Experience working in high-volume and fast paced operational settings
- Experience with inventory management and tracking of materials, tools, and assets
- Computer and Microsoft Office proficiency
- Proficiency in project management software, budgeting tools, and operational reporting systems
- Strong leadership and team management skills, with the ability to direct staff in unpredictable environments
- Highly organized and detail oriented
- Strong interpersonal skills and the ability to clearly and effectively communicate with the client, government officials, vendors, and field teams
- Ability to adapt and remain solutions oriented in a dynamic or high-pressure environment
- Ability to think analytically, apply sound judgment, and solve complex problems
- Ability to lead, teach, and train on proper work and safety procedures
- Must be able to pass pre-employment screening that includes background and drug testing
- Must have a valid driver’s license and a driving record that meets Company requirements
- Standing, walking, and bending through the work shift
- Ability to lift and carry up to 75 lbs
- Ability to operate heavy equipment as required
- Ability to withstand various environmental conditions, such as heat, cold, or humidity, depending on the location
- Ability to wear PPE for extended periods of time, as required
- Ability to work long and unpredictable hours
- Ability to travel up to 100% of the time, including short notice travel. Travel includes local site travel or national travel depending on business needs
