We are seeking a highly skilled and experienced Program Manager to oversee the successful execution and administration of contracted programs. This role involves serving as the primary liaison between the organization and government program authorities, ensuring all contract requirements are met with excellence. The General and Operations Manager will manage resources, lead programming activities, and ensure effective communication and collaboration with stakeholders.
Duties:
Leadership and Oversight:
- Act as the overall program lead, ensuring alignment with the customer’s mission and contract objectives.
- Provide all program personnel leadership, direction, and guidance, fostering a collaborative and results-driven environment.
- Manage the acquisition and allocation of resources to meet program goals.
- As the overall program lead, ensure execution by teams of the contract deliverables.
Customer and Stakeholder Engagement:
- Serve as the primary point of contact for government representatives, contractors, and other stakeholders.
- Facilitate communication and coordination with customers, ensuring their expectations and requirements are met or exceeded.
- Attend weekly meetings with government leadership to stay updated on policies, priorities, and program changes.
Program Execution and Management:
- Oversee the implementation of contract requirements, ensuring all deliverables meet quality standards and deadlines.
- Develop and monitor program plans, schedules, and budgets, adjusting as necessary to address risks or changes in requirements.
- Manage and track key performance indicators (KPIs), ensuring program success is measured and reported accurately.
Compliance and Reporting:
- Ensure all program activities comply with applicable DoD, Navy, and contractual guidelines, including cybersecurity, personnel security, and operational security (OPSEC) requirements.
- Prepare and deliver regular status reports, technical reports, and financial updates to stakeholders, including Contract Data Requirements List (CDRL) deliverables.
Risk and Issue Management:
- Identify and mitigate program risks to ensure uninterrupted delivery of services.
- Implement contingency plans to address potential challenges or obstacles.
Team Development and Management:
- Oversee the recruitment, training, and performance management of program personnel.
- Foster a culture of continuous improvement and professional development.
Qualifications:
- Master’s degree from an accredited college or university
- 10 years of experience in a similar role.
- Proven ability to manage complex programs with multiple deliverables and stakeholders.
- In-depth knowledge of DoD acquisition processes, regulations, and guidelines.
- Experience with managing classified and unclassified projects, including compliance with security clearance requirements. Proficient in preparing and delivering detailed technical and financial reports to stakeholders.
Preferred Qualifications:
- PMP Certification
- Lean Six Sigma Certification Familiarity with NAVY programs/project management standards, procedures and requirements.
Additional Requirements:
- Must be a U.S. citizen.
- Must possess a Top-Secret security clearance. Must be eligible to perform Non-Critical Sensitive work as defined by SECNAVINST 5510.30C.
