Position Summary:
The incumbent provides support in all aspects of real estate operations for tribal government clients. This position also assists in the development of customer requirements, cost estimates, market surveys, site evaluation and selection, competitive or sole source acquisition process, lease negotiation, lease preparation, and lease sales, as well as, performing tribal real property administration duties requiring experience and knowledge of federal and tribal real estate property administration practices and regulations.
Essential Job Functions:
- Maintain records related to acquisition, lease, sale, and management of federally owned, Indian owned or leased real estate property. Prepare realty documents such as leases, town lot permits, deeds, titles, etc.
- Consult beneficiaries, lessees, landowners and other interested parties about the contracting process, options available, documentation needed, etc.
- Analyze requests for use of Indian-owned trust assets, including but not limited to, determining the compatibility of proposed use, owner needs, etc., and resolve any lease-related problems with owners.
- Ensure that real estate services provide accurate, timely, and consistent trust asset information to beneficiaries.
- Analyze the transactions, including but not limited to, application, land description, appraisal, NEPA, title status report and other clearances to ensure compliance with statutory authority, laws, tribal ordinances, and other applicable regulations.
- Calculate interest owed, penalty payment, amount of principal, and/or taxes due on properties.
- Take respective corrective actions in response to violations (e.g., penalties, reclamations, etc.).
- Hold in escrow collateral posted to ensure fulfillment of contracts in transferring real estate and property titles.
- Identify lands available for lease from expiring lease contracts or through review of idle land reports.
- All other duties as assigned.
Non-essential Job Functions:
- Participate in administrative staff meetings and attend other meetings and seminars as necessary.
- Maintain records to identify dates requiring administrative action, such as payment due dates, tax due notices, and lease expiration dates, etc.
- Open and distribute mail.
- Explain procedures or forms to parties in cases or to the public.
- Handle various related responsibilities for Quapaw Realty Office as assigned under Tribal law.
- May attend professional meetings, pertinent workshops and serve on organization-wide and professional committees.
Knowledge, Skills, and Abilities:
- Must have a valid drivers license and qualify under the Quapaw Nations insurance policy.
- Position requires that incumbents reside within driving distance of Quapaw Tribal governmental offices or be willing to relocate to such area.
- Knowledge of real estate laws, principles, practices, and markets is strongly preferred.
- Must be able to satisfy bonding requirements.
- Must be skilled in performing land surveyor functions.
- Attention to detail in composing, typing, and proofing materials; excellent spelling, grammar, and written communication skills.
- Must have good computer literacy with common office programs and specialized software.
- Excellent telephone and oral communication skills.
- Ability to establish priorities and meet deadlines.
- Ability to comprehend and apply technical information.
- Ability to operate most standard office equipment
Education/Experience:
At least two years actual experience in federal, tribal, or state real estate or lease administration. Training and education in the real estate field is desirable; must have actual expertise and knowledge concerning acquisition, lease, sale, and management of real property. Four-year college degree or two-year associate degree, or an equivalent experience in the field is strongly preferred.
Physical Abilities:
The incumbent must be able to sit for prolonged periods of time, as well as regularly reach above the shoulders; must be able to squat, push, pull, and lift up to and including 50 pounds without experiencing physical discomfort or pain. Excellent eyesight with or without vision correction is mandatory. Must be able to travel occasionally for attendance of seminars, lectures, etc. Must submit to and pass alcohol/drug screening and criminal background check.
Working Conditions:
The work is performed mostly in an office environment with no disagreeable conditions.
