The Office of the Queens County District Attorney (QDA) is seeking a Senior Payroll and Human Resources Specialist to assist with a variety of payroll and human resources processes and procedures. The Senior Payroll and Human Resources Specialist will report to the Chief Payroll Officer (CPO). The specific duties and responsibilities include, but are not limited to :
- Review the Pay Details Report every pay week for over employees and report any inaccuracies to the CPO and Time and Leave Supervisor.
- Notify employees of changes to their paychecks and provide assistance with paycheck inquires.
- Review the Pending Pay Details Report, in the absence of the CPO, to ensure appropriate payments are made to employees and report any discrepancies to the Human Resources Director.
- Prepare payroll forms, checks and paystubs for distribution.
- Calculate non-managerial and managerial lumpsum payments and other one-time payments.
- Enter payroll transactions such as new hires, agency transfers, pay rate changes, collective bargaining / mayoral pay order agreements and data changes in NYCAPS, as required.
- Assist with the preparation of managerial lump sum packets for review and approval by the Comptroller’s Office.
- Prepare NYCERS / TRS / NYSLRS buyback service forms for current and former employees.
- Complete verifications for Public Service and District Attorney loan forgiveness forms.
- Produce payroll reports and present summary data for the Human Resources Director using CHRMS, QDA’s Human Resources Information System (HRIS) and Microsoft Excel.
- Assist the CPO with running / reviewing the Monthly Welfare Fund and Annuity System Report and send to appropriate agencies.
- Scan, file and organize various records relating to human resources and payroll.
- Assist with payroll and other human resources-related duties including answering inquiries from employees and obtaining information for employment verifications.
- Assist with maintaining and updating QDA’s HRIS system.
- Assist the CPO with processing and tracking workers' compensation claims including reviewing and researching payroll and personnel information and preparing appropriate forms and memos for entry in the Workers' Compensation System.
- Act as a liaison with Office of Payroll Administration (OPA) and NYCAPS and create tickets in the Remedy and NYCAPS Trac systems to resolve issues.
- In the absence of the CPO, process all payroll transactions and update employee payroll deductions in the Payroll Management Information (PMI) system.
- Assist the CPO and Human Resources Director with special projects, as requested.
Preferred Education and Experience Requirements :
progressively responsible clerical / administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical / administrative work of more than moderate difficulty; or
above; or
Candidates with at least four years of New York City payroll experience and using the following City payroll systems is strongly preferred : PMS, RMDS, Pi, CHRMS, NYCAPS, NYCAPS TRAC, CITYTIME, REMEDY, WBAS, WCS, WCSFORMS, W2RACS, ESTUBS.
For current City employees, a permanent civil service title is highly desired.
