Diagnostic Laboratory Services, Inc. (DLS) is Hawaii’s largest locally owned and operated medical testing laboratory. DLS is considered a leader in the Hawaii, Guam and Saipan communities we serve. As an integral part of the patient care team, DLS uses state of the art testing and value-based informatics to promote optimal patient care and positively impact patient outcomes.

Job Summary

1.  Serves as the General Supervisor, Technical Consultant and/or Technical Supervisor for Decentralized Laboratory Testing (DLT) at QMC Punchbowl. Reviews and monitors QA activities of the Decentralized Laboratory testing at QMC Punchbowl. Trains and develops Site Champions, Unit Manager and Laboratory Directors of hospital and non-ambulatory clinics at QMC Punchbowl campus. Assists immediate supervisor and Unit Managers at QMC Punchbowl campus with activities to support the company mission, vision and strategic goals according to state, Federal, The Joint Commission (TJC) and other regulatory agencies. Supervises team and operations for assigned area. Represents management and the company.

Duties and Responsibilities

Listed below are the major duties and responsibilities of this position. Essential job functions are identified with an *.

1.  Executes, reviews and monitors QA activities of DLT testing areas at QMC Punchbowl and its non- ambulatory clinics, including but not limited to, Waived and Provider-Performed Microscopy (PPM) testing. (35%)*

Delegates responsibility and authority appropriately.

Assists with development of quality and performance standards with Technical Coordinator, Unit Managers and Laboratory Director.

Implements and monitors appropriate audit systems to ensure accuracy, validity and confidentiality of departmental processes and documented in QHS documentation system.

Addresses instrument and/or operator problems appropriately. Consults Technical Coordinator and Unit Managers appropriately.

Evaluates, implements and maintains procedures.

Communicates relevant information to team members, Unit Managers and other appropriate people in a timely and appropriate manner.

Reports QA activities to Laboratory Director, Unit Managers and appropriate individuals/committees at QHS.

Assists internal and external customers with questions, concerns, problems, etc.

2. Serves as a liaison between QMC Punchbowl and accrediting/regulatory agencies, including but not limited to The Joint Commission and College of American Pathologists (CAP). (35%)*

Reviews and evaluates all QC and instrument maintenance at defined intervals.

Ensures proper documentation of audit trail for test results.

Evaluates performance of proficiency testing.

Prepares reports and documents for Laboratory Director and Unit Managers and other relevant people, as assigned.

3. Trains and develops Hospital staff and Provider staff appropriately. (20%)*

Serves as the resource person for DLT and responds to trouble calls including after- hours calls.

Plans and coordinates training, development and assessment of staff.

Assists with development of plans with Nursing Educators or equivalent for the training and competency assessment of all QMC Punchbowl hospital employees performing Point-of-Care testing.

Takes corrective action as necessary on a timely basis.

Ensures proper documentation.

4.. May supervise and oversee staff and overall day to day operations. (10%)

Consults manager or other appropriate resource

Plans, organizes and implements procedures for the efficient use of supplies and equipment.

Ensures operations of assigned area(s) meet state, federal and other regulatory requirements and accreditation requirements as applicable.

Ensures the availability of technical supervision in accordance with regulatory agencies. (Technical areas)

Implements and maintains quality control/assurance programs as required.

Assists in developing and implementing plans within scope of responsibility to meet organization’s strategy.

Partners with management and employees to create a positive team environment that encourages open communication to build a high performing team. Guides and supports team members with training and questions.

Hires, trains, develops and appraises staff appropriately and in compliance with federal and state employment and labor laws.

Plans and coordinates training, development and assessment of staff.

Takes corrective action as necessary on a timely basis.

Consults with manager and Human Resources as appropriate.

Ensures proper documentation.

Assists manager in preparation of departmental budget and monitoring budget compliance.

Keeps abreast of changes in industry and makes recommendations and implements changes with manager’s approval.

Develops and implements improvements for assigned area.

Maintains attendance as scheduled/assigned, consistent with DLS policies and procedures.

Participates in continuing education/in-service programs and in management and laboratory administration related courses.

May require wearing of personal protective equipment (PPE) such as, but not limited to, gloves, lab coats, eye protection.

Requiring traveling using vehicle or by air to different locations.

Typical Working

Conditions:

·     Work environment includes conditions common to a hospital/laboratory environment, including working directly with bio-hazardous materials, potentially hazardous chemicals, and/or patients with communicable diseases.

Generally works in an indoor, air-conditioned area.

Qualifications

Education:  Required:

Bachelor’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited college or university.

Preferred:

Associate’s or bachelor’s degree from an accredited college or university

Experience:  Required:

Five (5) years of experience as MT with continuing education in one or more disciplines within the laboratory and in laboratory management.

As applicable: Four (4) years of training and/or experience in high complexity testing in the designated specialty(ies) for which the person is responsible and six

(6) months of experience in high complexity testing for the designated subspecialty(ies) of service.

Two (2) years of supervisory or leadership experience.

   Preferred:

Participation in a laboratory quality assurance program.

Certification: Required:

Certified as a Medical Technologist (MT) or Medical Laboratory Scientist (MLS) in the assigned/responsible laboratory discipline by an agency recognized by the Hawaii Department of Health State Laboratories Division.

Licensure: Required:

Hawaii State license as a Technologist

Skills:  Required:

Ability to communicate effectively in English, both in verbal and written form.

Ability to work effectively both independently and with a team.

Excellent customer service skills.

Effective coaching skills.

Proficient with Microsoft Office Suite and other applications.

Other Qualifications:   Required:

Valid driver’s license and/or able to travel between business locations.

If required to drive a company vehicle, a current acceptable abstract will be required.

Must meet additional requirements of contracting agencies, such as obtaining a security clearance as applicable.
