Who You Are
QP is seeking an experienced Proposal Manager to join our growing team. The Proposal Manager will play a critical role in developing compliant, responsive, and compelling proposal responses to Federal Government solicitations. This position requires collaboration across internal corporate departments, including business development, operations, contracts, finance, recruiting, and various technical subject matter experts. Candidates must be detail-oriented, capable of managing multiple priorities, and highly skilled at managing the proposal development lifecycle.
Location: Tampa, FL
Minimum Clearance Required: Ability to obtain and maintain a government clearance
Percentage of Travel Required: Up to 20%
What You'll Do
Primary Roles and Responsibilities:
- Lead the proposal development process, including planning, scheduling, and coordinating activities to ensure timely and compliant submissions.
- Analyze Federal Government solicitations (RFPs, RFIs, etc.) to identify requirements and develop detailed compliance matrices and annotated outlines.
- Collaborate with Capture Managers, technical SMEs, and other team members to develop and refine win themes, value propositions, and proposal strategies.
- Manage proposal schedules and ensure adherence to deadlines.
- Oversee development of proposal content, including technical, management, and past performance narratives, ensuring compliance with solicitation requirements.
- Facilitate color team reviews and incorporate feedback into proposal drafts.
- Ensure proposals are high-quality, compliant, and compelling, while clearly articulating win-themes and ensuring alignment with proposal strategies.
- Utilize tools and software to streamline proposal management and ensure document version control.
- Provide mentorship and guidance to junior proposal staff as needed.
What You Bring
Required Qualifications:
- Must be able to obtain and maintain a US government security clearance
- A minimum of 6 years of experience in proposal management, DoD proposal management experience preferred.
- Proven track record of awarded proposal submissions and government contract awards, particularly in the DoD and USSOCOM markets.
- Excellent verbal and written communication skills, with an emphasis on technical and persuasive writing.
- Working familiarity and general knowledge of the Federal Acquisition Regulations (FAR).
- Expert-level understanding and familiarity with the Shipley Proposal Development Lifecycle.
- Ability to manage multiple proposals simultaneously in a fast-paced environment.
- Bachelor’s degree preferred but not required; an additional three (3) years of relevant experience in proposal management and writing will be considered in lieu of a bachelor’s degree.
Preferred Qualifications:
- Proposal management experience in the DoD, USSOCOM, or Intelligence Community (IC) markets.
- Prior experience managing oral presentations and hybrid proposal formats (e.g., partial oral and written submissions).
- Familiarity with modern proposal management technology tools and platforms
- Working knowledge and general understanding of advanced technologies, such as cloud computing, AI/ML, and data analytics.
