What are the responsibilities and job description for the Construction Workforce Manager position at R&H Construction?
General Position Summary: As R&H’s Construction Workforce Manager, you will be responsible for overseeing R&H’s trade professionals (Portland and Bend) in a fast-paced and exciting environment. A critical member of our team, your core responsibilities will include recruiting, hiring, capacity planning, dispatching, employee relations, and employee development for our craftspeople.
Recruiting, Hiring & Onboarding:
- Lead initiative to recruit a diverse trades workforce and represent R&H in organizations that advocate for careers in the trades.
- Responsible for maintaining resumes and applications through out applicant tracking system (ATS).
- Interview and hire field employees to meet company needs.
- Responsible for new hire orientation program for field employees.
Workforce Planning and Dispatching:
- Develop and maintain a tracking system of R&H projects and their employees, including an understanding of the employee’s technical skills.
- Proactively reach out to preconstruction, project managers and superintendents to forecast labor needs.
- Provide information to management related to labor availability and skills.
- Dispatch craftspeople to jobsites as requested/needed.
Team Member Experience:
- Build relationships with R&H’s craftspeople and operations teams.
- Manage craftworker evaluations, promotions and compensation.
- Maintain relationships and be a liaison to Associated General Contractors and the Carpenters Apprenticeship Program through NW College of Construction.
- Assist Director of People & Culture with craftworker employee relation issues.
- Monitor the company’s apprentices and their progress within the program.
- Lead initiative to evaluate craftworker knowledge and develop training programs to meet the company’s needs.
- Perform regular jobsite visits to review and evaluate craftworker success.
- Be a liaison to craftworkers by sharing and supporting company initiatives.
Qualifications/Skills:
- Excellent knowledge of commercial construction and carpentry.
- Ability to develop trust, exhibit empathy and understand business principles is essential.
- Ability to work and communicate successfully in a diverse environment across all levels of the organization.
- Knowledge of employment practices, policies and procedures is required.
- Must demonstrate professionalism and a positive attitude in stressful situations.
- Ability to speak Spanish is preferred.
- Ability to participate in a team and work creatively.
- Ability to use independent judgement and independent action.
- Intermediate use/knowledge of Microsoft Outlook, Word, Excel, Teams, dispatching software, applicant tracking system (currently using JazzHR).
- Knowledge of technology tools/software utilized in construction (ex. TopCon, Bluebeam, Plan Grid, etc.)
- Valid driver’s license and clean driving record required.
Education/Experience:
- Minimum of 5 years of experience in commercial construction industry.
- Bachelor’s degree preferred or equivalent experience required.
Supervisory Responsibility:
In conjunction with the site superintendent, responsible for supervising field craft employees and making recommendations to hire/fire field craft employees. Customarily and regularly exercises discretion and independent judgement

Work Environment:
This position generally requires 8-10 hours a day. The workweek is Monday-Friday. This position is based at the R&H Construction Portland office, with visits to job sites in Portland and Bend to meet with employees. When walking around the job site the incumbent may be exposed to weather conditions, dust, noise, chemicals, odors, and fumes.
