Air Operations Manager

R&K has the opportunity at the 414th Combat Training Squadron to support the mission of Detachment One, 414th Combat Training Squadron (Det 1, 414 CTS) is to train United States Air Force (USAF) Personnel Recovery (PR) forces across the four functions and the five tasks of PR while facilitating integration with joint force, interagency, and multi-national participants at the operational and tactical level during large force PR exercises. RED FLAG-RESCUE (RF-R) is the primary exercise supported but future Det 1, 414 CTS exercises may assume new titles or additional PR training requiring contract support.
As part of R&K’s support to 414th (Det 1, 414 CTS) we are providing highly qualified, trained and experienced personnel to provide services in support of ACC exercise RED Flag-Rescue and other Personnel Recovery training events for five stages of an exercise; design, planning, preparation, execution, and evaluation services. To support the mission of Det 1, 414 CTS selected candidate will be responsible for the duties listed below.

Duration: Permanent/Full-Time
Travel: Open to travel (up to 25%)
Clearance: Top Secret/SCI Security Clearance
Start Date: Anticipated Start Date 26 January 2025 Contingent upon Award
Duties: Provide management of all facets related to aircraft or flying operations in RF-R.
- Provide the Detachment with subject matter expertise for all facets related to airborne operations in RF-R
- Plan, manage, track, and execute all associated air operational coordination tasks for RF-R or other Det 1 training events in accordance with (IAW) the JELC or Joint Task Capability
- All Air Operations aspects of JCW or JNTC Accreditation and Certification and technical compliance of relevant Universal Joint Tasks
- Assist Detachment government staff with scenario development IAW JELC
- Manage logistical requirements for all aerial assets tasked to participate in RF-R
- Liaise with Points of Contact (POC) from units tasked to participate in RF-R
- Production of all background papers, briefs, and reports as directed by Detachment government supervisors
- Ensures all required Air Operations support, planning, and execution tasks are completed in the following functional areas per USAF RF-R Training Program Accreditation and Review Report (27 January 2012): Scenario Development, Scenario Scripting, and Scheduling for Combat Search & Rescue, Fighter Rescue Escort, Attack Helicopter Rescue Escort, Survival Evasion Resistance Escape, Nonconventional Assisted Recovery, Special Operations Integration, Joint Integration, Interagency Integration, Austere Forward Operating Location Environment, Re-integration, Live Ordinance Delivery, Communications Interoperability, Realistic Medical Training and Security Cooperation
- Develop, coordinate and publish required exercise schedules, execution instructions, force structure, doctrine, and exercise execution procedures
- Provide inputs and participate in environmental assessments as well as Landing Zone/Drop Zone (LZ/DZ) development
- Develop and coordinate required Military Operating Areas (MOAs)/temporary MOAs
- Coordinate with Airspace Managers to facilitate RF-R exercise execution
- Provide guidance and assist in the development of the annual air operations financial plan
- Monitor and manage the air operations during exercise execution
- Provide support and coordinate with the Airboss and Operations Superintendent during RF-R execution
- Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
Requirements, Relevant Knowledge and/or Skills Required:
- Seven years of USAF PR rated experience
- Demonstrated experience with management of aerial assets during Large Force Exercise (LFE) execution to include airspace management, flight authorizations, temporary MOAs, Notices to Airmen (NOTAM), scenario development, requirements assessments, planning, and logistics support
- Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives
- Experience and understanding of exercises, PR training events, air operations, policy, doctrine, Techniques, Tactics, and Procedures (TTP), training, and DoD, Interagency, and international capabilities
- Top Secret/SCI Security Clearance.
