Job Description: Proposal Manager
Position Summary:
The Proposal Manager oversees and directs the entire proposal development process in response to federal government RFPs. This role ensures that proposals are developed in compliance with all government regulations, meet the highest standards of quality, and are submitted within established timelines. The Proposal Manager is responsible for managing the proposal team workflow, coordinating with internal stakeholders and teaming partners, and leading proposal development reviews to ensure success in securing contracts. Revews and edits proposals. Backup to writing proposals if were too backed up.
Key Tasks and Responsibilities:
- RFP Analysis: Thoroughly analyze all sections of the RFP to interpret the requirements set forth by federal agencies, ensuring a deep understanding of the client’s needs.
- Proposal Planning and Coordination: Prepare response outlines and assign writing tasks to internal teams and teaming partners, ensuring clarity of expectations and deliverables.
- Content Development: Leverage existing proposal content and develop new content as needed, ensuring all proposal responses are compelling, compliant, and clearly articulate the company's strengths and capabilities.
- Proposal Development Reviews: Lead all proposal development reviews (Pink, Red, White, etc.) to assess proposal quality, compliance, and adherence to RFP requirements. Facilitate proposal revisions and track changes to ensure continuous improvement.
- Opportunity Identification: Monitor relevant federal websites and databases on a daily basis to identify new business opportunities and updates to current pursuits, maintaining a proactive approach to business development.
- CRM and Tracking Systems: Assist in maintaining CRM systems and other internal opportunity tracking/proposal development systems, ensuring accurate and up-to-date information.
Qualifications:
- Proven experience in managing and developing proposals for federal government contracts.
- Strong understanding of federal and state RFP processes and government procurement policies.
- Exceptional writing, editing, and communication skills.
- Ability to manage multiple projects with tight deadlines and prioritize tasks effectively.
- Experience leading and coordinating proposal teams, both internal and external.
- Familiarity with CRM, PM systems and proposal development tools.
- Strong attention to detail and ability to maintain compliance across all proposal components.
Preferred Skills:
- Bachelor’s degree in Business, Government Relations, or related field.
- Certification in Proposal Management (e.g., APMP certification).
- Experience working with large-scale, multi-partner proposal efforts.

This position requires a collaborative work environment and a strong leader who can motivate teams while managing high-pressure, deadline-driven tasks.
Job Type: Full-time
Pay: $75,000.00 - $85,000.00 per year
