Utilizing a strength-based, family systems approach, the CPS Ongoing Case Manager provides services to children and families involved in the child welfare system.  These services include, but are not limited to, treatment planning, ongoing safety assessments, permanency planning, supervision of court orders, development and maintenance of relationships with the court and legal system, advocacy on behalf of the child and/or family and referral and authorization for services.
  1. Review and analyze information relating to child or caregiver's social, psychiatric and medical history to learn the nature of the functional limitations as well as strengths each child and family member present.
  2. Obtain and assess relevant information regarding child's development, i.e., social, familial, medical and vocational strengths.
  3. Conduct family and individual assessments as well as continually assess the safety of all children who are part of the worker's caseload.
  4. Provide child's caregiver with appropriate information regarding services offered by the Human Services Department or the community.
  5. Develop a treatment plan in conjunction, consultation, and cooperation with the client family and all others involved in the child's life.  This treatment plan should outline the services to be provided by the Human Services Department and contracted agencies and set reasonable goals and time frames.
  6. Monitor safety plans, permanency plans and provide crisis services including emergency custody and changes of placement.
  7. Refer to and coordinate the various services to implement the treatment plan.
  8. Produce accurate and timely documentation and reports including but not limited to assessments, treatment plans, progress reports and court reports in order to insure compliance with federal and state requirements; maintain necessary e-WISACWIS documentation supporting these activities.
  9. Recommend to management changes or gaps in the system that prevent the delivery of services.
  10. Prioritize and organize time to cover assigned area and manage caseload in equitable manner.
  11. Maintain knowledge of pertinent departmental, state and federal policies, rules and regulations including state statutes 48 and 938, Access and Ongoing standards.
  12. Maintain contacts with the Juvenile Court, District Attorney, Public Defender and legal community that deal with and serve the client population.
  13. Consult with other professionals in the field and in related fields to increase individual knowledge and understanding of various disciplines, changes and developments in the field of Human Services.
  14. Serve as liaison to the Courts for the Human Services Department.
  15. Provide appropriate linking mechanisms as indicated by the Court disposition.

Supervision Received
Receives general supervision from the Supervisor of the CPS Ongoing Unit.
  • Bachelor's degree in a Human Services field (Child development, criminal justice, educational psychology, vocational rehabilitation, guidance and counseling, psychology, social welfare, social work, or sociology).
  • Valid Wisconsin driver's license for required travel.  Personal automobile, if used for work-related travel, must be covered by an automobile insurance policy.
  • Prompt and regular attendance.

  • Experience using WISACWIS preferred.
  • Knowledge of WI State Stats Chapters 48 and 938, and Access and Ongoing standards.
  • Knowledge of fundamental social work principles.
  • Knowledge of community resources.
  • Ability to deliver concise oral and written reports.
  • Ability to work well with other agencies.
  • Ability to respond to crises and to make appropriate judgments as to resolution.
