Job Title: Director of Finance
Report To: Chief Executive Officer
Classification (FLSA): Full-time; Exempt
General Function:
The Director of Finance provides fiscal management to Rainbow Fleet by planning, directing, and implementing financial accounting, budgeting, cash management, and all other fiscal operations. This position also supports human resources, payroll, and contract/grant management.
Essential Responsibilities:
Budgeting:
- Coordinates the development of the annual budget with the Chief Executive Officer.
- Tracks expenditures against the budgets and regularly communicates the state of the budget to the Chief Executive Officer and other directors.
- Meets with the Chief Executive Officer to coordinate the presentation of financials to the Board of Directors.
- Educates board members concerning the layout of the budget. Makes structural modifications to the budget as needed to better inform the board about financial matters.
Fiscal Services:
- Develops and/or utilizes accounting systems, maintaining all fiscal records, including the general ledger, general journal, payroll journal, cash receipts journal, and disbursement journals.
- Meets regularly with the Chief Executive Officer to provide analysis of financial records.
- Establishes and monitors necessary internal fiscal controls to ensure appropriate accountability for revenues and expenditures.
- Prepares invoices for vendors and contractors.
- Manages accounts receivable, accounts payable, and payroll.
- Prepares deposit slips and receipts for Rainbow Fleet contributions and reconciles bank statements.
- Prepares financial statements and other fiscal reports for the board.
- Coordinates with Rainbow Fleet program directors to ensure compliance with state and federal purchasing requirements.
- Tracks Rainbow Fleet funding sources, maintains purchase order funding, and initiates change orders and modifications as needed.
- Supports the Grants and Claims Director in preparing claim submissions for payment.
- Prepares financial records and documents for an annual independent audit of Rainbow Fleet. Coordinates audit activities with the audit firm.
Staff Support:
- Provides oversight to program directors on financial and contract compliance to ensure expenditures meet the scope of the budget, budget narrative, and state/federal guidelines.
- Provides technical assistance regarding financials to program directors as needed.
- Acts as a subject matter expert on state and federal fiscal policies, including state travel policy and reimbursement rates for staff and board travel.
- Coordinates processing of out-of-state and in-state travel for personnel.
- As a leadership team member, fosters a positive working relationship among all staff, ensuring regular communication among the staff and board regarding fiscal activities.
- Performs other duties as assigned by the Chief Executive Officer.
Qualifications:
- Bachelor’s degree in accounting, business administration, or a related field.
- Minimum of three years of professional accounting experience is required, including bookkeeping, A/R, A/P, preparing financial statements, and payroll.
- Knowledge of and experience with generally accepted accounting principles, audit requirements, budget techniques, internal control best practices, and governmental procurement laws and regulations.
- Must be proficient in using accounting software (QuickBooks Online).
- Must be proficient in Microsoft Office, including Outlook, Word, and Excel.
- Must be able to multi-task with a strong attention to detail, as well as be organized, responsible, and enjoy working as a team member.
- Experience in nonprofit accounting preferred.
Physical and Travel Requirements:
· Must be willing to travel as needed within the state and to out-of-state conferences.
· Must have a valid driver’s license and valid automobile insurance for work-related travel.
· Vision sufficient to drive and perform tasks that require extensive computer data entry.
· Hearing sufficient for normal “person-to-person” and telephone conversations.
· Prolonged periods of sitting at a desk, working on a computer, and utilizing office equipment.
· Must be able to lift 20 pounds, with the ability to bend and kneel as needed.
