Position Purpose:
Under the general supervision of the Superintendent, to establish, administer, and evaluate policies, programs, and procedures designed to recruit, develop, and retain certified and classified personnel capable of advancing the mission of the Ralston Public Schools.
Essential Performance Responsibilities: The following description is illustrative of the tasks and responsibilities associated with this position. It is not meant to be an inclusive list of every task or responsibility.
- Plans and directs a program for recruitment, selection, hiring, assignment, and retention of the best-qualified administrators, teachers, and support staff.
- Manages the district's on-line application system.
- Assists the Superintendent with recommendations to the Board of Education as it relates to hiring, dismissal, promotion, and reassignment.
- Addresses employee complaints and grievances and advise members of the administrative team regarding the appropriate course of action.
- Collaborates with the business office to maintain the accuracy of all records related to salaries and benefits.
- Serves as the district’s Title II, Title VI, and Title IX coordinator.
- Interprets personnel policies and procedures established by the Superintendent and/or Board of Education.
- Serves as a member of the district's collective bargaining team.
- Represents the Ralston Public Schools at all college/university recruiting fairs.
- Assists the Superintendent determine staffing needs for all employee groups.
- Supervises the maintenance of all certified and classified personnel records.
- Maintains certified and classified evaluation programs which comply with NDE requirements.
- Supervises the administration of the district's substitute teacher programs.
- Supervises the placement of practicum students and student teachers.
- Collaborates with district and building administrators to provide professional development activities for district paraprofessionals.
- Serves as a member of the MOEC HR task force.
- Develops, maintains, and updates employee job descriptions.
- Monitors district compliance with all applicable state and federal laws and statutes.
- Prepares documents as requested or required by the EEOC and other governmental regulating bodies related to school employees.
- Participates in long-range planning activities related to the Human Resource department.
- Develops and maintains a budget for the Human Resource department and oversee the use of funds
- Maintains a regular and predictable attendance history while employed by the district
- Carries out all additional duties and responsibilities related to Human Resource as assigned by the Superintendent
Equipment:
- Uses standard school and office equipment such as personal computers, printers, copy and fax machines, and telephones.
Travel Requirements:
- Travels to school district buildings, BOE functions, and professional meetings as required.
- Occasional travel to college/university sponsored recruiting events is required.
Knowledge, Skills, and Abilities:
- Knowledge of philosophies, principles, and practices of personnel administration.
- Knowledge of applicable federal and state laws related to human resource.
- Knowledge of labor relations and collective bargaining.
- Knowledge of public-school systems organization and administration.
- Knowledge of data information systems, data analysis and the formulation of action plans.
- Ability to present ideas effectively, both in oral and written form.
- Ability to plan, organize, control, and direct district-wide Human Resource operations and activities.
- Ability to interpret, apply, and explain rules, regulations, policies and procedures.
- Ability to use computer network system and software applications as needed.
- Ability to organize and coordinate work.
- Ability to communicate effectively with district stakeholders.
- Ability to engage in self-evaluation with regard to performance and professional growth.
- Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Qualifications Profile:
- Certification:
- Nebraska administrative certificate with a K-6, 7-12, or K-12 principal endorsement required.
- Superintendent endorsement preferred.
- Education:
- Master’s degree in school administration and or school leadership required.
- Specialist or Doctorate degree preferred.
- Experience:
- Minimum of 3 years of successful administrative experience required
