Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.   1. Promote a diverse, culturally competent, and respectful workplace.
  2. Direct Park planning activities, to include: identifying goals and objectives; formulating capital improvement programs; establishing appropriate methods and procedures and the proper sequence for completing each phase of planned functions; directing the work of professional planning staff in all phases of planning functions; and monitoring progress towards established goals.
  3. Represent the department in contacts with governmental agencies, civic groups and related interests in order to solicit public concerns, promote the County’s interests in park planning and development, and present the County’s position in such matters.
  4. Perform special assignments as directed, to include the analysis of complex information relating to park planning anddevelopmentandmakerecommendationsbasedontheresultsofsuchanalyses.
  5. Prepare and update long range plans, site plans and system plans for regional parks, county parks and regional trail corridors.
  6. Serve as the primary department representative and prepare documentation for the acquisition of parks and open space.
  7. Represent the department at the Metropolitan Parks and Open Space Commission on matters pertaining to regional recreation open space.
  8. Prepareconstructionplansandspecificationsforparkdevelopmentprojects.
  9. Administer the solicitation of bids and serve as project manager for construction projects in county and regional parks and trails.
  10. Prepare Requests for Proposal (RFP) for architectural and engineering consultants and participate in the selection process.
  11. Prepare professional services agreements for approval by the Department Director, County Manager, and County Board.
  12. PrepareRequestsforCountyBoardActionandmakepresentationstotheCountyBoardonmattersrelatedto land acquisition, planning, and development.
  13. Prepare grant applications, environmental permit applications, reports, and documents necessary to obtain funding and permits for park development projects.
  14. Administer the work of professional consultants and authorize payments.
  15. Utilize software programs including but not limited to Enterprise Asset Management, Construction Project Management, Workforce Inclusion software, and AutoCAD. 
  16. Direct right of way management, boundary control, and encroachment abatement activities.
  17. Prepare development, maintenance, and easement agreements between the County and other agencies and municipalities related to park land issues.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification.  Regular attendance according to the position's management approved work schedule is required.)

Education: A Bachelor’s Degree in landscape architecture or a closely related field. (Degree must completed prior to the close of this posting)

Experience: Six years’ professional experience in the area of park planning, development, administration, and construction project management.

Substitution:   Equivalent combination of education and related experience.

DESIRABLE QUALIFICATIONS: Registration as a landscape architect in the State of Minnesota is desirable.

The examination process will consist of the following sections with each section weighted as indicated:
Step 1:  Minimum Qualifications Screening
Step 2: Training and Experience Rating = 100%

The examination for the Director of Planning and Development
will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Director of Planning and Development. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and of their status.

The top 20 scores of all applicants who pass the examination with a score of 70 or higher will be forwarded to the department for further consideration.


Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
