The County Attorney’s Office is seeking a high-level administrator to join our management team whose primary focus will be on enhancing employee wellness, providing leadership and staff development, and advancing equity to ensure our workplace culture is healthy and inclusive of all staff.

This position will report to the Director of Strategic Initiatives on the county attorney’s executive team and be responsible for:

  • Leading employee wellness and trauma-informed efforts, including:

    1. Trauma-informed practices transformation
    2. Trauma-informed care environment for staff
  • Providing leadership development for managers, supervisors and staff to ensure we best meet the needs of all staff and residents, enhance team-building and continuously build proximity with the residents we serve

  • Leading efforts to promote a healthy workplace culture that reflects the residents we serve and is equitable and inclusive of all staff, which includes:

    1. Continually developing our staff’s sense of cultural humility, intercultural skills and awareness when working across aspects of difference, to further respect of one another and the residents we serve; 
    2. Supporting efforts to reduce structural inequities across race, class, culture and other aspects of difference, including recruiting, hiring and retaining employees from under-resourced and under-represented communities, by furthering equity in decision-making and service-delivery; 
    3. Promoting a healthy workplace culture in which all staff feel valued, included and can resolve conflicts restoratively and productively, and
    4. Providing capacity to collaboratively support staff-led DEI committee strategic plan and continuous improvement efforts.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.   1. Administrative support, to a department head, and works in collaboration with department heads and leaders on projects and processes and follow-up to department head and departmental management staff.
  2. Administrator of policies and procedures for the department, which may include the areas of personnel, general administration, budget, information systems, or telecommunications.
  3. Implement department performance evaluation process.
  4. Prepare data, assemble reports, draft responses and prepares and analyzes of various topics under consideration by departmental management, including compliance with local, state, and federal policies and regulations; quality and cost-effectiveness of service delivery system trends.
  5. Departmental representative, to external boards, commissions, business associations, community groups and other organizations whose functions relate to those of the department where employed.
  6. Identify state, federal and private foundation grant opportunities and write grants.
  7. Review and evaluate contracts and proposals for contracts and may be the contact person for vendors and oversees contracts.
  8. Review legislative reports prepare and review Requests for Board Action for submission to the County Manager's Office; attends County Manager agenda review and County Board and committee meetings as directed.
  9. May function as department's representative and serve on several Community Boards or as legislative liaison for the department where employed; may directly or indirectly solicit and analyze public requests for information or staff proposals for legislation; track and analyze pending legislation and/or public requests for information; and prepare reports relative to requests and legislative actions.
  10.  May function as media contact and relations representative for the department and other boards; proactively providing public information to the media and the public utilizing traditional and new communication strategies where employed.
  11. Coordinate legislative initiatives undertaken by the department, including coordinating and strategic planning with policy makers to translate policy and track such initiatives.
  12. Other duties as assigned.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12.


Education: Bachelor's Degree in an area related to the functions of the department where employed.

Experience: Six years of experience in direct services or administrative support functions related to the functions of the department where employed.

Substitution: Master's Degree in a field related to the functions of the department where employed may substitute for one year of the experience requirement.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official.   This position requires an open screening and selection process.  There is no exam for this unclassified, at-will, position.  All applicants who meet the minimum qualifications will be forwarded to the department for consideration.  Please read below for further instructions.
 

Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
